Council Meeting Minutes

Tuesday, October 3rd, 2017

7:00 p.m.

Mayor Ronald Anderson called the regular meeting to order at 7:00p.m on Tuesday, October 3rd, 2017 in the Community Room of the Milan City Hall.

Pledge of Allegiance was recited.

Present: Mayor: Ronald Anderson Council Members: Merle Hilden, Josh Vetter, Heidi Hanson and James Anderson

Also Present: Gary Kleven, Billy Thompson, Jim Nelson and Karen Thompson.

Motion was made by council member Hilden, seconded by council member Anderson to approve September 5, 2017 meeting minutes. Motion passed unanimously.

Motion was made by council member Anderson, seconded by council member Hilden to approve special meeting minutes September 21, 2017. Motion passed unanimously.

Jim Nelson reported that there has not been an alarm since the new system was installed.

No Concerns of the public.

Old Business

RLF reports were reviewed.

Snap Ed Bush grant was resubmitted and we should know by the middle of December if we will receive it or not.

Kristi Fernholz notes were reviewed from the September 21, 2017 meeting.

Motion was made by council member Hilden, seconded by council member Vetter to approve the road block from Milanieasian café and Bergen’s for the Placebase Production. Motion passed unanimously.

Blue Sky Security needs to have Federated do a point to point survey to for before estimate can be submitted for the amount of cameras.

A Thank You letter needs to be sent out to the residents about the removal of junk cars and brush.

Motion was made by council member Anderson seconded by council member Vetter that the City buy the 3 point blade in the amount of $1200.00 that is on the back of the tractor from Merle Hilden with the exception that Merle Hilden gets to use it once a year when he needs it. Motion passed. Merle Hilden abstained.

Council members are to look to see how many banners need replacement or how many we need for all new.

Bike Fleet racks and bikes should be stored for the winter.

Mural on Bergen’s is finished . The board will be brought to the library for Bruce to pick up and place back up.

Listening house projects has made lots of connections with the hope of better housing in Milan.

New Business:

Motion was made by council member Vetter, seconded by council member Anderson to approve Resolution R10-17A. Motion passed unanimously.

CITY OF MILAN

RESOLUTION NO. R10-17A

RESOLUTION # R10-17A APPLICATION TO CONDUCT OFF-SITE GAMBLING

WHEREAS, the Milan Fire Relief Association is requesting approval to conduct a raffle.

NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF MILAN, MINNESOTA, approves a gambling premises located within city limits of Milan in order to conduct a raffle.

Such resolution shall be adopted and applied on this 3RD Day of October, 2017.

Adopted by the council this 3rd day of October, 2017

Motion was made by council member Anderson, seconded by council member Vetter to move November council meeting to November 14 due to Election day on the 7th. Motion passed unanimously.

Motion was made by council member Hilden, seconded by council member Vetter to approve WIC contract for the use of the Milan City Hall. Motion passed unanimously.

CHS Foundation and possible grants for defibulators and to pay Kristi for possible Grant writing proposals.

Rick Olson has offered to do First responder training for Fire Department members who is interested in learning. Cost would be $300 each person.

Clerk to contact Bill Kleeve to explain the process of solar panels.

Bruce is to fix pot holes in the alleys

Matt Anderson is interested in buying the lot next to him to build a garage. Currently the City owns the lot. Clerk to look up information.

Clerk to call Troy at Ottertail about street light by Jim Anderson’s that stays on all day.

Motion was made by council member Vetter, seconded by council member Hanson to approve ACH bills totaling $5,313.73. Motion passed unanimously.

Motion was made by council member Hanson, seconded by council member Vetter to approve monthly bills totaling $33,815.38 and holding check 23774 in the amount of $71.20 making bills total $33744.18. Motion passed unanimously. Ron Anderson abstained.

Motion was made by council member Vetter, seconded by council member Hanson to adjourn the meeting. Motion passed unanimously.
