Uses of Funds for Health
Spending for personal health care slightly increases
Personal health care, where the bulk of the health funds was spent, went up by 0.7 percentage point from 77.7 percent in 2004 to 78.4 percent in 2005. Public health care spending also increased by one percentage point in 2005. However, a decrease of one percentage point was reflected in other uses of funds, such as central administration of health activities and health insurance operations, and health-related research and training.
Bulk of government expenditure still on personal health care
Despite a 19.9 percent growth on public health spending, the bulk of government expenditure went to personal health care at 41.1 percent in 2005. The decline in expenses for personal health and other services, at 3.1 percent and 12.6 percent, respectively, contributed to the low growth of 2.2 percent in the total government expenditure.

Local government still biggest spender in public health care
The local government remained as the biggest source of public health care spending, accounting for more than three-fourths (79.9 percent) of the government's expenditure on public health care.
While public health care spending in local government amounted to P10.8 billion, the DOH and other national agencies allocated a large chunk of their budget to personal health care, amounting to P8.8 billion and P4.5 billion, respectively.
