minimum of two years of right of way engineering experience / ering experience

Course Description

This course covers topographic and property information on engineering plans, the interrelationship of plan, profile and cross-section views, the horizontal and vertical alignment of a centerline, aerial photogrammetry, place coordinates, utility line crossings of highways, contours, calculating earthwork and the interpretation of right of way plans.

John P. Campbell, P.E., SR/WA- Attended the USAF Academy completing 3 1/2 years of study in Mechanical Engineering prior to transferring toTexas A&M University where he earned his bachelor's degree in civil engineering in 1984. Mr. Campbell earned his master's degree in business administration from the University of Texas, Dallas, in 1992. He is a 1999 graduate of the Governors Executive Development Program at the LBJ School of Public Affairs, University of Texas, Austin. Mr. Campbell was with the Texas Department of Transportation for 27 years. He began his career with TxDOT in the Dallas District as a utility coordinator in 1989. He moved to Austin in 1993, to accept the position of Chief Utilities Engineer and two years later, became the Director of the Right of Way Division, Engineering Section. Mr. Campbell was appointed Director of the Right of Way Division on February 1, 1999 and served in that capacity for 17 years until his recent retirement. As director of the Right of Way Division he was responsible for executive leadership of the department's right of way acquisition, relocation assistance, utility accommodation and control of Outdoor Advertising programs.Prior to joining TxDOT, Mr. Campbell gained valuable utility construction and utility design experience in the private sector in Dallas. He was certified as a professional engineer in Texas in 1991. Mr. Campbell received TxDOT's Journey Toward Excellence Award in 1995 and the FHWA Utility Outstanding Achievement Award in 2006. He is a member of International Right of Way Association, Austin Chapter 74 where he served as utility chair from 1997 to 1998. He received his SR/WA designation in July 2007. From 2012 thru 2015 he served as Chairman and Vice Chairman of the IRWA International Transportation Committee. He has been a Certified IRWA instructor since 2007 teaching the 900 series courses.
