Assignment Title:The Kosovo Youth Development Project (KYDP) will contract an individual consultant to support the Department of Youth officials on youth legal issues

The Ministry of Culture, Youth and Sports (MCYS) of the Republic of Kosovo, with the support of the World Bank, is implementing the second phase of the “Kosovo Youth Development Project (KYDP) that has four components: Sustainable Youth Centers;Youth Entrepreneurship and Business Development; Institutional Capacity for Youth Development; and Project Management, Monitoring and Evaluation. The main goals of KYDP are to: (i) improve economic opportunities and sustainable access to youth services for Kosovo youth; and (ii) promote social cohesion though inter-ethnic collaboration among young people.

1.Objectives of the assignment

KYDP is seeking the services of a legal consultant with experience in youth-related legislation and policies to:

  • Review the existing legal framework on youth issues: the Kosovo Law on Youth and related Administrative Instructions.
  • Analyze the consistency of the existing Kosovo legislation on youth with the Kosovo Youth Strategy 2013-2017 and Action Plan
  • Propose legislative changes and clear recommendations for improvement of the existing legislation on youth to make it compatible with EU standard youth policies

2.Scope of work

Specific tasks for the consultant will be as follows:

  • Review the current national legislation, policies, planning, programs, procedures and provisions of related regulations in the youth sector, identify implementation gaps and inconsistencies
  • Present the Best international, European Union and regional practices on youth specific issues within the new legislation that will be promoted
  • Carry out stakeholder consultations, including but not limited to: members of youth organizations and Youth Centers, Central Youth Council of Kosova, Local Youth Council of Kosova, Local Youth Officials, Department of Youth Officials, Donors of Youth Projects)
  • Organize meetings with the relevant State authorities to visualize the program implementation and cross cutting issues
  • Elaborate all the documents necessary to discuss the draft with ministries, departments and other organizations involved in the coordination process, as well as the documents to be presented to the Government and Parliament
  • In collaboration with MCYS, take note of possible objections to the draft, from the governmental level and legislative bodies and formulate answers to the objections. The draft is to be developed in the national language and a translation will be provided in English.
  • The consultant will work in close coordination with Project Implementation Unit

3.Deliverables

The selected candidate will be responsible to deliver tasks as follows:

  • To review/revise existing Kosovo Law on Youth and related Administrative Instructions and provide a written report with clear recommendations for improvements of the existing Law on Youth and administrative directions to make it more compatible with EU standard youth policies
  • Analysis report on review of the current national legislation, policies, planning, programs, procedures and provisions of related regulations in the youth sector, identify implementation gaps and inconsistencies
  • Summarize stakeholder consultations and outcomes on current youth issues and prepare stakeholder consultations report (list of participants, key issues discussed, key questions/recommendations etc.)
  • Report on elaboration of all the documents reviewed/consulted before the recommendation of legislative changes and final recommendations on legislative changes to the Kosovo Law on Youth and related Administrative Instructions
  • Produce a written final report (in English), about the activities undertaken.

4.Duration of Assignment

The estimated duration of the assignment is 55 working days, and the assignment is expected to be conducted within five months period after contract signature. The anticipated timeframe for the consultancy is between September 15st, 2013 to December 31, 2013

  1. Law Degree
  2. Post-graduate degree is an advantage
  3. Knowledge of Kosovo youth legislation and policies
  4. Experience in drafting laws, regulations, and strategies at the national level
  5. Experience and familiarity with youth related issues
  6. Excellent communication and analytic skills
  7. Excellent report writing skills
  8. Excellent English and Albanian written and oral skills.

6.Evaluation Criteria

"An individual consultant will be selected in accordance with the procedures set out in the “Guidelines: Selection and Employment of Consultants by World Bank Borrowers” published by IDA in May 2010, Section V. Selection of Individual Consultants."

The evaluation criteria will be as follows:

Experience in similar assignments / 50 points
Consultants qualifications / 40 points
References from previous assignments / 10 points
