The purpose of this addendum is to make the following revisions to the Solicitation Manual and Questions and Answers. This addendum will serve as the notice for the opening of Phase 2 of this solicitation. Phase 2 is only limited to Group 2, Develop and Validation of Demand Response.

Primes and Subcontractors

7.Page 17, Answer 107 deleted: “No, any entity that is a prime in one proposal cannot be a subcontractor in another proposal, regardless of group. See Section I.A and Section II.B.2 of the solicitation manual.” and added: “Yes, any applicant can be a sub on Group 2 in Phase 2. There are no restrictions on primes or subs. Note Phase 2 is only open to Group 2.”

8.Page 17, Answer 108 deleted: “No, please see response to Question 107.” and added: “Yes.”

9.Page 17, Answer 109 deleted: “No, please see response to Question 107.” and added: “Yes.”

10.Page 17, Answer 110 deleted: “The proposal in which the subcontractor submitted as a prime will be disqualified, but the other proposal would still be evaluated.” and added: “Both proposals will be evaluated.”

12.Page 17, Answer 112 deleted: “, the proposal that has the institution as a subcontractor is still eligible, but the entity that is a prime in one proposal and a sub in another will have its prime proposal disqualified.”

13.Page 17, Answer 113 deleted: “All departments within Fresno State are considered to be one entity. If all departments are within the same campus and the proposal has some departments as a prime and others as a subcontractor, then the restriction on prime and subs does not apply. However, if the department is working with outside entities as a subcontractor, while also applying as a prime contractor, then the department acting as the prime in the proposals will be disqualified.” and added: “Yes, all three proposals will be evaluated.”

14.Page 18, Answer 114 deleted: “The proposal in which you submitted as a prime will be disqualified.” and added: “No, if the proposals are for Group 2 both will be evaluated and considered for awards if they meet the requirements of the solicitation.”

15.Page 18, Answer 119 deleted: “A subcontractor cannot be on other applications as a prime, but can be a subcontractor on other applications.” and added: “Yes.”

16.Page 19, Answer 123 deleted: “We estimate at least two weeks between notification of Phase 2 and when proposals are due.” and added: “Proposals for Phase 2 are due on January 18, 2017.”
