CERTIFICATION OF QUORUM

A quorum of nine of Directors was present.

PROOF OF NOTICE

KPMA Administrator provided proof of notice having contacted Board Members via email.Proof of Notice was provided to KPMA Members (Residents) via conspicuous posting in the community and on the KPMA website, being consistent with requirements for a minimum 48 hours notice prior to meeting date and time.

CALL TO ORDER

President Lou Altieri called the meeting to order at 3:20 p.m.

MINUTES

Minutes of the last Board of Directors Meeting held on April 18th, were distributed; Bob Marino moved to accept but wanted , second by; Stephanie Portman, approved as written.

ADMINISTRATOR’ REPORT

Administrator, Laura Derrer reports

I was able to go around the whole area of Kensington with our supervisor from Access and Patrol, John Tocio. We took note of the lifting of some of the sidewalks and also tree roots that lifted them. John marked them with red paint. I have brought in a few estimates for these repairs and have given them to our Infrastructure chair.

I had a representative come in to look at the traffic circle and make an offer on fixing the reason why it hold water. I have given the estimate to our infrastructure chair.

I have the Castalain Ct. and Gardens Blvd Sign ordered and should be brought in shortly. I have a list of all the signs in Kensington that either need trimming to become more visible or need replacing. I have sent out request for proposals which will then go to Infrastructure chair. I Logged 87 incoming phone calls on the Tracking Sheet for April; average # calls per business day = 6. Majority of calls related to ARB Requests and Address changes. I received a few phone calls about the Palm tree trimming and a number of calls about the irrigation now that water restriction is in force

TREASURER’S REPORT –

Treasurer, Bill Lutz stated that KPMA is at or under budget in all categories. He also stated that the audit is complete yet we are still reviewing the proper accounting with the Special Assessment. Bill expressed a wish to continue to work with Noack and Co. Accounting Firm. Lou Altieri suggested that if they put in the contract that they would have the audit finished by our annual meeting he would be in favor. The other board members present agreed.

COMMITTEE REPORTS

Access & Patrol Report (A&P)

Lou Altieri presented the log of incidents as reported by John Tocio, A&P Supervisor. During the past month. Our work force is at full strength. Dietra Lewis will receive a letter telling her that no visitors will be allowed to her residence unless they are called in ahead of time.

Architectural Review Board (ARB) - Maria Ventura, Chair,

The ARB received 7 new requests which included storm shutter installations, pool filtration equipment relocation, landscape modification to enclose a basketball hoop, and a new pool installation. All requests were approved with the exception of the landscaping request which is under review and will be forwarded to the Kensington Gardens HOA for their review first.The pool installation requestis considered 'conditionally approved'pending supplemental information from the homeowner. A writtenobjection was received from a neighbor of the homeowner requestingthe pool installation not be approved. The objection was reviewed with individual Board members and the decision was made that it was not avalid objection.

The remaining 3 residents that did not pressure wash their roofswere sent a 3rd notice to contact KPMA about scheduling their homes for cleaning (first noticesent in 09/2006, 2nd notice sent in 01/2007). One resident contacted us to get vendor information and to inform us they would schedule cleaning of their roof. The BOD decided that the remaining 2 residents that did not respond to the 3rd noticeshould be turned over tothe newly formed Fining Committee for their determination on assessing an appropriate fine.

The ARB received a report that a hurricane fabric (black in color) was installed at a homeowner's residence. The homeowner did not receive ARB approval to do so. A letter will be sent notifying the homeowner that 'black' color materials are not considered to be appropriate colors for storm protection.

Infrastructure Report

Dick McBride, chair took a tour of the property with Lou Altieri the former chair to view works that are already in progress.

Rain gutters on the Eatonwood guardhouse to be reviewed

Asphalt paving repair to be looked into.

Road signs that need to be replaced.

Sidewalks that are raised and need to be repaired

Bulkheads are waiting for a quote to make repairs.

Lakes

Weed control continues in all of the ponds with most of the noxious weeds almost gone. Spatterdock still exists in some lakes and will take repeated treatments to completely eradicate it.

Weeds adjacent to the bridge between holes #2 and #3 have been sprayed but still need more attention if we are to get them under control.

Canon lilies have been planted at #9 Lake and seem to be doing well. Canon lilies are yet to be planted at the ends of the #10Lake

Preserves

The trees killed by Hurricane Wilma are still a fire hazard and an eyesore in both preserves. Lou Altieri has had conversations with authorities to get approval to cut the dead trees which are not fully down to the ground. We would like to cut and chip them or at least cut, remove them and then replace them with live trees of a type specified by the authorities.

Several steps must be made to get the final authority’s approval and it may be very difficult to do so. The Board will be kept up to date on any progress.

Landscape Report

Asked the board for their approval on the following items;

After reviewing various proposals the board agreed on Landscape Florida to trim the palm trees for $16.80 per tree, and would wait till the 3rd week of June to begin.

Another proposal was presented to replace the irrigation on the northern part in front of Sheffield and was approved.

A third proposal to plant ficus on the west wall to fill a gap of 25 feet was also approved with Landscape Florida doing the work.

Bob Marino made a motion to accept the proposals and Bill Lutz Seconded

OLD BUSINESS

President of the KensingtonGardens, Don DiPietro asked the board their position on basketball hoops. The reaction is mixed and would probably need to be voted on if it is brought to us for a decision.

NEW BUSINESS

Bob Marino asked how and why the rain gutters were acquired for the Eatonwood guardhouse. Lou Altieri stated that the need was pointed out to him by John Tocio our long time Access and Patrol supervisor on a rainy day last October. Lou reviewed with ARB chair Maria Ventura any requirements and then received 3 bids. The lowest, $875.00 was given by Alan Bell who has done numerous projects for Kensington over the years. Lou was questioned about why he made that decision by himself and he pointed out that prior boards used a $3000.00 dollar limit to do projects without board approval. Lou decided that this was a project that needed to be done and has been successful after 2 rainy days. Eric Chung who also helped in the designing of the guard house is not content with the presence of the gutters and would like to look for another solution. Bill Lutz made a motion to have a gutter company give a proposal as to what they would do. Bob Marino seconded and the vote was 3 to 1 in favor.

A discussion was opened on what committees should be formed for the present year and the following was decided upon by the board of directors.

There will be the usual committees of ARB, Access and Patrol, Landscaping, Infrastructure.

New committees to be added would be a fine committee where no fines can exceed $1,000 for continuing violations.

A new Governmental committee will be formed to interpret the documents and put into simple language who owns what in Kensington.

At the next meeting all committee appointees will be voted on.
