Honored Lawyer of the Russian Federation, Doctor of Law, Professor, Honorary Director of the International Institute of Space Law (Paris), Member of International Academy of Astronautics (Stockholm) and the Academy of Issues of Diplomatic Studies and International Relations (Russia).
Born in Moscow on 30 April 1924. He speaks Russian, English, French, Polish and Italian.
Great Patriotic War veteran. In August 1941 got shrapnel wounds on the Western Front, was treated in hospitals until May 1942 and then from May to December 1942 on the Western Front. Later served as an instructor of the physical education in Kirzhach military unit. Awarded with “Order Of Great Patriotic War of I degree” and medals.
He graduated from the All-Union Extra-Mural Law Institute (now - the Moscow State Law University by the name O.E. Kutafin - MSLA) in 1947 and entered graduate school at the Institute of State and Law of the Academy of Sciences of the USSR, where he defended his dissertation – “The USSR strife for democratic resolution of the issue on the Polish-German border” (1951).
From 1951 to 1955 G.P. Zhukov was in charge of the law sector of the Academy of Sciences of the Lithuanian SSR. He continued to conduct research activities at the Institute of State and Law of the Academy of Sciences of the USSR. Worked as an Academic Secretary of the Commission of the Academy of Sciences of Interplanetary Space Legal Affairs.
In 1966 G.P. Zhukov defended his doctoral dissertation – “International legal problems of space exploration” in the Institute of State and Law of the Academy of Sciences of USSR. Later appointed as the Head of the Department of International Law of the Diplomatic Academy of the Ministry of Foreign Affairs of USSR (1970-1978) and the Head of the UN Sector of the Department of International Organizations of the Institute of World Economy and International Relations (IMEMO) of the Academy of Sciences of USSR (1981-1988).
More than 30 years of work associate G.P. Zhukov with People’s Friendship University of Russia. Professor G.P. Zhukov initially taught in Peoples' Friendship University named after Lumumba at the Department of International Law from 1965 to 1969, and then from 1988 to the present day. In 2010 Professor G.P. Zhukov initiated the process of preparing students of the Department of International Law to participate in M. Lachs Space Law Moot Court Competition. On his initiative the Department established the Space Law Center, which hosts conferences and round tables. In 2014 the textbook “International Space Law” edited by G.P. Zhukov and A.Kh.Abashidze will be published.
For 15 years G.P. Zhukov was serving as the Vice President of the International Institute of Space Law (Paris), and now he is the Honorary Director of the Institute. In 1968 he was awarded with a gold medal and a diploma of the International Astronautical Federation and the International Institute of Space Law for his contribution to the scientific development of International space law issues.
Professor GP Zhukov participated in many international diplomatic meetings and conferences, in particular sessions of the Legal Subcommittee of the UN Committee on the Peaceful Uses of Outer Space (1963 and 1979), the Working Group on Direct Broadcast Satellites (1970), the Special Committee on the Charter of the United Nations and the Strengthening of the Role of the Organization (1975), the UN Conference on the Exploration and Peaceful Uses of Outer Space (UNISPACE, Vienna, 1968), Diplomatic Conference on International Air Law (1978) and the Third UN Conference on the Law of the Sea (1979).
In 1978-1979 he was elected as the Deputy Secretary General of the International Civil Aviation Organization (ICAO) in Montreal and at the same time the director of the Legal Department of the Organization.
G.P. Zhukov took part in many international conferences, lectured International law at the universities of Austria, Bulgaria, Hungary, Czechoslovakia, Canada, France, Greece, Poland, Switzerland, the USA and Finland. In 1978 G.P. Zhukov delivered a course of lectures at the Hague Academy of International Law on “Current trends of International Space Law development”, which was published in the Collected Courses of the Academy. Author of more than 300 papers published in our country and abroad.

G.P. Zhukov is the co-author of the cycle of collective researches on the UN, including “UN and current international issues. On the 20th anniversary of the UN” (M., 1965), “UN. Results, trends and prospects. To the 25th anniversary of the United Nations” (M., 1970), “UNas an instrument to maintain and strengthen peace (International Legal aspects)” (M., 1985), “UN and actual international relations” (M., 1986).
Professor G.P. Zhukov is a member of the Moscow Union of Journalists, a member of the World Association of International Law (London) and a member of its Committee on Space Law, member of the Russian Association of International Law, an honorary member of the Bulgarian Astronautical Society, a former member of Editorial Board of the Dutch journal «Air & Space Law», member of dissertation councils of the PFUR and the Institute of State and Law of the Russian Academy of Sciences. Under the leadership of G.P. Zhukov more than 40 theses in speciality “International Law. European law” have been defended.
On February 6, 2010 Professor G.P. Zhukov was awarded with the title of Honored Lawyer of the Russian Federation.
