Council Minutes

March 6, 2017

Regular meeting was called to order by Mayor De Vaney at 6:31 p.m. A moment of silence was observed followed by The Pledge of Allegiance. Town Attorney Steve Smith and Councilmembers Huber, Smith, Driver, and Thompson were present. Councilmember Munson was absent as excused. A quorum was established.

·  Smith made a motion to approve the minutes of the February 21, 2017 regular Council meeting with a second from Huber. Unanimous vote

·  February 2017 Payroll for $28,006.34 (Direct Deposit Payroll by EFT’s) and March 2017 Accounts Payable for $35,003.14 (Wts. #19347 – 19372) were approved for payment on a motion by Smith, and seconded by Driver. Unanimously approved.

POLICING REPORT / HUMANE SOCIETY REPORT

Policing Report

Council reviewed a written Policing Report submitted by the Douglas County Sheriff’s Office listing policing activity for February 22 – February 24, 2017.

Humane Society Report

No report.

PUBLIC HEARINGS/ORDINANCES/RESOLUTIONS

Ordinance 2017 – 779: Amendments to Title 17 of the WMC

·  Smith made a motion to adopt Ordinance 2017 – 779 with attachments A – D which amends Title 17 of the Waterville Municipal Code. Driver seconded. Roll Call: Huber – Aye. Smith – Aye. Driver – Aye. Thompson -Aye. Unanimous vote.

STATE SHARED REVENUES AT RISK FOR 2017 – 2019

Mayor De Vaney relayed to Council that the Washington State Governor’s Office has issued a proposal that includes state shared revenues distributed to Waterville for the years 2017 – 2019 could be cut by as much as $61,000.00. Mayor De Vaney reported that he has made calls to AWC and key legislators to voice his objections to such budget cuts adding that legislation of this sort would severely impact the Town and its ability to provide infrastructure improvements for and critical services to Waterville residents.

COMMITTEE REPORTS

Chelan- Douglas County Department of Health

Jill Thompson, Town of Waterville Representative to the Chelan-Douglas County Department of Health Board, stated that cases of mumps have been reported in Grant County. The Chelan-Douglas Health Department plans to increase fees for environmental permits by 5%.

MAYOR’S REPORT

……The NCW Fair Crab Feed will be held Saturday, March 11th at the Fairgrounds. Doors open at 5:00 p.m. with dinner being served at 6:00 p.m. Tickets are on sale now for $45.00 each. Please call 745-8480 for additional information.

……The Waterville Mainstreet Association will host a “Meet and Greet” event at Knemeyer’s March 14th, from 6:00 – 7:30 p.m.

·  The meeting was adjourned 7:08 p.m. on a motion from Smith and a second from Driver. Unanimous vote.
