BOARD OF ELECTIONS – LORI LEHENBAUER, CINDY JARVIS

Ms. Lehenbauer stated that they have some money left from grants. She requested approval to purchase 114 privacy booths in the amount of $29,925.00; $12,651.24 from Polling Placefunds and $17,273.76 from Machine funds.

Representative Lindberg moved to approve. Seconded, Rothenberger. Total: 3; Ayes: 3. Motion carried.

Ms. Lehenbauer pointed out that they anticipate a special election this year for congressional districts. They have not been informed when that might occur.

Ms. Lehenbauer pointed out that the election this fall will be done the same as last year with the lever machines and the new machines.

TOURISM – DEB TAYLOR

Ms. Taylor requested approval for the following occupancy tax funded contracts:

Otsego County Fair - $15,000.00

RegionalVisitorCenter -$15,000.00

Representative Lindberg moved to approve. Seconded, Rothenberger. Total: 3; Ayes: 3. Motion carried.

The committee discussed the Otsego County Fair and felt that a letter to the Chairman should be drafted urging them to recruit new board members.

Representative Johnson asked Ms. Taylor to look into the partner agreements with the Otesaga Hotel and the Baseball Hall of Fame. Ms. Taylor stated that they received a check from the Hall of Fame. She will check with the Otesaga.

Ms. Taylor requested approval for the following occupancy tax funded contracts:

Upper Catskill Community Council of the Arts - $30,000.00

Representative Lindberg moved to approve. Seconded, Schwerd. Total: 3; Ayes: 3. Motion carried.

Foothills Performing ArtsCenter - $25,000.00

Representative Rothenberger moved to approve, contingent upon the contract stating that funds should be used for Capital Expenditures. Seconded, Schwerd. Total: 3; Ayes: 3. Motion carried.

National Soccer Hall of Fame - $35,000.00

Representative Lindberg moved to approve. Seconded, Rothenberger. Total: 3; Ayes: 3. Motion carried.

AdWorkshop - $225,000.00

Representative Lindberg moved to approve. Seconded, Schwerd. Total: 3; Ayes: 3. Motion carried.

The committee discussed the RFP for ad agencies that will go out in April or May of this year. Ms. Taylor stated that the website is very complicated and could not be done in house.

Ms. Taylor reviewed the bed tax events grants. There were 21 applications submitted. She reviewed the scoring criteria, pointing out that the scoring committee focused on the generation of overnight stays. She requested approval for the committee’s recommendations as follows:

BrookwoodSchool - $1,246.00

CherryValley Artworks - $2,946.00

Cooperstown Chamber - $3,746.00

Cooperstown Camber Music - $4,000.00

Farmers’ Museum - $1,747.00

Friends of Glimmerglass -$ 815.00

Glimmerglass Opera -$4,000.00

Richfield Area Chamber -$2,500.00

Soccer Hall of Fame - $4,000.00

Representative Lindberg moved to approve. Seconded, Rothenberger. Total: 3; Ayes: 3. Motion carried.

Ms. Taylor will look into having a member of the scoring committee present at the CountyBoard meeting to answer any questions that may come up.

Ms. Taylor pointed out that at the next committee meeting she would like to discuss changing the program, as most of the applications are for community events.

Ms. Taylor pointed out that the NYS matching funds will not be as much as they have been in the past, though the difference will be made up through the partnerships.

Ms. Taylor pointed out that she will be contacting the Treasurer’s office, as the accounting for reimbursable programs is being handled differently now.

There being no further business to discuss, the committee adjourned until Tuesday, March 10, 2009 at 9:00 a.m.
