6 Thematic Pilot Study onNatural Capital Accounting

Information note for MAES Working Group meeting of 26th April 2013

  1. Developments since January 2013
  • Various teleconferencesbetween co-leaders and discussion of first steps and taskssince mid-March
  • Preparation of consultation document on scope of pilot study with regard to analytical focus, working method and foreseen outputs – sent out to pilot study members on 27 March
  • Feedback on outcome of consultation prepared between co-leads and sent to pilot study members on 19 April
  • Draft work plan prepared between co-leaders – to be sent to pilot study members around 22 April
  • Reference documents are available on circa
  1. Issues to be addressed through the pilot
  • Scope of the pilot: Compile knowledge on natural capital accounting and propose practical guidance on how to develop it in a MAES context.
  • Definitions of reference ecosystem: ‘Natural capital’ consists of ecosystem and abiotic components – its scope under MAES / the pilot study work is still to be determined
  • EU and national databases to be used: EEA work on ecosystem capital accounts will be an important foundation for the ecosystem component at EU level; data for abiotic components to be explored
  • Specific questions and challenges:
  • Interaction with other pilot studies
  • Whether to cover environmental impact assessment processes
  • Identifying shorter-term and longer-term objectives for the work
  • Interaction with other EU policies and standards

  1. Next steps
  • Finalisation of draft work plan
  • Begin work on compiling background information / reports
  • Contact Members States on relevant national set-up and experiences
  1. Discussion documents (if available)
  • See above.
