LBNL Divisional Review process [DRAFT 2005/0506/12 22 – Michel Van Hove] (Recommendations by the LLC)

This document lays out a lab-wide process for conducting Divisional Reviews of all LBNL publications. It sets out minimum requirements, to which individual Divisions may add further requirements as needed.

Purpose: The Divisional Review process certifies that each LBNL publication meets criteria set by DOE, LBNL (see and individual Divisions before it is submitted for publication. In particular, the process ensures that documents are submitted to the library for submission to DOE, and, if necessary, to the LBNL Patent Office.

LBNL publication: LBNL publications covered by the Divisional Review process are defined at This includes all publications that are authored or co-authored by LBNL personnel (excepting the Communications Department [CURRENT NAME?]) and are submitted for external distribution; publications submitted through other institutions must also be reviewed at LBNL.

Review process: Each LBNL publication must be certified by at least one Divisional Reviewer, who has expertise in the general subject of the publication and who is not an author of the publication. For multi-divisional authorship, a single Division is to be selected for the Review process.

Divisional Reviewer: Each Division designates its Divisional Reviewers, who may certify LBNL publications from the same or other Divisions [IT APPEARS THAT ANYONE CAN DESIGNATE ANYONE AS DR AT SEEMS ODD!]. The Division decides how many Divisional Reviewers it needs, and for what period of time each Divisional Reviewer remains active (e.g. unlimited, on an annual basis, or for the review of a single publication). Divisional Review instructions: Each Divisional Reviewer must receive written instructions from his/her Division, including this document. The instructions may also be posted on the web.

Tasks for the Divisional Review of each LBNL publication:

- check general quality (e.g., content, references, presentation);

- check author list (e.g. missing authors, affiliations);

- check acknowledgements (especially for funding sources);

- check general quality of content;

- apply any additional criteria specified by the submitting Division;

- ensure submission to LBNL’s Report Coordination for further processing;

- ensure author understands requirements regarding patents and disclosure of possible inventions;, including Patent Clearance before publication;

- sign off that “the publication meets the DOE, LBNL and Divisional requirements to the best knowledge of the this Divisional Reviewer”.

Conflict resolution: If the author(s) and the Divisional Reviewer cannot agree on changes to bring an LBNL publication into compliance with this Review process, another Divisional Reviewer or a Divisional official should be consulted, or an alternative Divisional process should be followed.
