PLANNING ENFORCEMENT UPDATE
1.0Matter for consideration
1.1The Committee will be requested to consider and approve the summary of planning enforcement activity within Blackpool during June 2011.
2.0Recommendation(s)
2.1To note the outcomes of the cases set out above and to support the actions of the Assistant Director, Enforcement and Quality Standards in authorising the Notices set out in Appendix 4(a).
3.New cases
3.162 new cases were registered for investigation, compared with 48 in the same month last year. Notable amongst these cases are:-
- 254 Lytham Road – poor condition of shop front
- 13-15 Barton Avenue – change of use of holiday flats to permanent flats
- 45 Woodfield Road – use of hotel as a restaurant
.3.2Resolved cases
7 cases were resolved by negotiation without recourse to formal action (12 in June 2010), including:-
- The Beeches, Whitegate Drive – new trees planted to replace dead landscaping
- 48-58 Ansdell Road – ceased use as a car wash on Sundays
- 32 Rawcliffe Street – work carried out to improve poor condition
- 141 High Street – planning permission granted for change of use to private dwelling house
3.3Closed cases
26 cases were closed during the month (36 in June 2010). These cases include those where there was no breach of planning control found, no action was appropriate (e.g. due to more effective action by other agencies, such as the police) or where it was considered not expedient to take action, such as due to the insignificant nature of the breach.
3.4Formal enforcement notices / s215 notices / Breach of Condition notices
1 enforcement notice was authorised during the month (8 in June 2010), 9 s215 notices (2 in June 2010) & 0 Breach of Condition notices (3 in June 2010) relating to those cases set out in Appendix 4(a).
