Consultant Facilitator Brief

Background

Norfolk Museums Service (NMS) is funded by Arts Council England to provide a Museum Development service for the East of England region(Beds, Cambs, Essex, Herts, Norfolk and Suffolk). This service, called SHARE Museums East, resources and brokers development opportunities for museums across the region, and supports museums to deliver against the Arts Council’s five goals of excellence, audiences, leadership, diversity and children and young people.

Over the last 3 years, SHARE Museums East has encouraged museums to collect their own visitor data via various means. We funded subscriptions for larger museums to participate in two national programmes: Visitor Finder (run by the Audience Agency) and Visitor Verdict (run by the Association for Independent Museums). The bespoke Visitor Insight East (VIE) programme was specially designed for smaller museums

For 2016-18, our Activity plan moves to developing the use of this gathered data to inform and implement Audience Development Plans.

We invite tenders to deliver training and support for museums to prepare and implement Audience Development Plans (ADPs)

Project Description

This programme will run in 2016-17and 2017-18. At least 12 museums will take part in this programme(this could be 6 each year or a different split) resulting in the production and implementation of new Audience Development Plans. The programme will consist of training and support for the museums organised by the consultant and small grants for the individual museums.

Budget and Timeframe

The maximum availablespend for this programme is £6000 in both 2016-17 and 2017-18. This will be splitbetween consultant fees and small grants for participating museums, with the maximum consultant fee in total for both years being £6000 and the grant total for both years, £6000.

This project is being quoted on a fixed fee basis. We are seeking a total and inclusive price for the project and no other costs, except the quoted price, will be payable. The consultant’s quoted fee should be inclusive oftravel, administration and other related expenses, but exclusive of VAT.

Project Management and Communication

The project will be managed by the Museum Development Project Officer (Audiences and Learning), with whom the consultant will liaise with closely.

The SHARE Museum East team will recruit the museums to the work and take care of all administrative tasks such as room and training bookings, sending on participant information and running the running the small grant scheme. We will arrange the final project evaluation and dissemination of learning to the wider sector.

We invite the consultant to suggest their favoured model for facilitating this programme and outlinehowyou would fulfil this brief.

In particular, SHARE Museums East is interested in how you envisage supporting an organisation to develop its Audience DevelopmentPlan within the confines of the time available. The aim is to work with organisations of different sizes, from volunteer run museums through to largerlocal authority museums. We would be interested in your knowledge and understanding of smaller institutions,different types of museum organisation and the variety of potential needsandchallenges to be met and how you would support them.

The maximum totalconsultancy fee available over the two years is £6000.NB Please include a breakdown of the budget as part of your tender.

Tenders should be submitted no later than 5pm on July 27th 2016.

Applications will be assessed against the following criteria:

  • Evidence of providing value for money
  • Evidence of understanding what an effective forward plan should cover.
  • Evidence of an understanding of our approach.
  • Evidence of having previously worked with cultural organisations to develop forward plans
  • Evidence of ability to work flexibly and respond to the requirements of different organisations.
  • Evidence of ability to deliver the project on time and to budget
