AUTHORITY:

Spokane Tribal Culture Preservation Renovation

PURPOSE

To establish a contract on behalf of the Spokane Tribe of Indians to renovate the Culture Preservation Building located at: 6187 Agency Loop Road, Wellpinit, WA.

INTRODUCTION

The SPOKANE TRIBE OF INDIANS (Spokane Tribe, STOI, and Tribe) is requesting “Sealed” Firm-fixed priced bids from reasonable, responsive, responsible, vendors for renovation of the CULTURE PRESERVAITON Building located at: 6187 Agency Loop Road, Wellpinit, WA. All contract provisions in Appendix II to 200 within, 2 CFR chapter 1 & 2, part 200 rules and regulations are incorporated by reference. All “General Conditions will be made part of the final contract between the Spokane Tribe of Indians and the final awarded vendor.

Vendors are strongly encouraged to carefully read the entire request for bid. The Spokane Tribe of Indians is a federally recognized Indian Tribe and is eligible for GSA and/or government pricing. There are no expressed or implied obligations for the SPOKANE TRIBE OF INDIANS to reimburse responding firms for any expenses incurred in preparing bids in response to this request.

QUESTIONS & SUBMISSION

To be considered responsive, responsible, reliable, qualified, bids must be received by Danny Brigman Purchasing/Property Director, Spokane Tribe of Indians, P.O. Box 100, Wellpinit, WA 99040 on or before the above closing date and time. The SPOKANE TRIBE OF INDIANS reserves the right to reject bids and/or sealed bids that have been opened for reasons according to 48 CFR 14.404. Bids must be delivered by postal services or hand delivered, no faxed, or electronic bids will be accepted.

Any bids received after the closing date and time or submitted to another department will be considered non-responsive. The bid award will be made to the lower bidder who is considered responsive, responsible, reliable, qualified, and can provide all specifications listed

The Spokane Tribe “may” or “may not”, elect to award this bid for the listed items from the best-qualified vendor for all specifications listed below and according to the RFB. The Tribe may waive any informalities or minor defects or reject any and all bids. After bids have been submitted, the bidder shall not assert that there was a misunderstanding concerning the quantities of work or of the nature of the work to be done. Bids that have been opened may be rejected according to 48 CFR 14.404.

The Spokane Tribe assumes no responsibility for any understanding or representations concerning conditions made by any of its officers, agents, or employees prior to the execution of a signed contract, unless such understanding or representations are expressly stated in the bidding document.

The bid form below must be used and/or submitted in a sealed envelope separate from all other paperwork and contain the unit price and the total price. If there are any discrepancies between the unit price and the total price; the unit price will be the used price.

Any bid may be withdrawn prior to the above closing date and time. Any bids received after the time and date specified shall not be considered. No vendor may withdraw a submitted bid after the closing date and time listed above. Should there be reasons why the contract cannot be awarded within the specified period; the time may be extended by mutual agreement between the Tribe and the vendor.

SCOPE OF SERVICES REQUIRED

A.  Room #1 Office 12’4” X 15’0”

1.  Remove existing carpet flooring and replace with new flooring.

2.  Repair wall section between Room #1 and Room # 14 and finish.

3.  Install new partition wall to separate from the restroom and install entry door.

4.  Replace two windows with Single hung vinyl windows.

5.  Complete and finish all surfaces i.e. walls, floors, trim work etc.

6.  Install two new matching light fixtures for the office and passage hall.

7.  Install new closet doors and new shelving in the closet with lockable doors.

8.  Remove existing entry door and refinish the opening for a passage hall.

9.  Repair/replace all electrical receptacles and switches w/covers.

B.  Room #2 Women’s Restroom 4’6” X 10’6”

1.  Replace flooring with Vinyl plank or sheet vinyl.

2.  Replace the existing window with a new obscure vinyl picture window.

3.  Install new door and hardware.

4.  Replace all light fixtures, fans, switches and outlets and include GFCI’s.

5.  Replace the medicine cabinet with a new mirror.

6.  Repaint and refinish/repair all wall and ceiling surfaces.

7.  Complete and finish all surfaces i.e. walls, floors, trim work etc.

8.  Replace the toilet, and bath hardware.

9.  Remove the shower door and replace with a rod and curtain.

10.  Clean shower stall and repair plumbing if needed.

11.  Move the TP dispenser and remove the old TP dispenser and patch wall.

C.  Room #3 Men’s Restroom 8’4” X 7’6”

1.  Replace flooring with Vinyl plank or sheet vinyl.

2.  Install new door and hardware.

3.  Replace all light fixtures, fans, switches and outlets and include GFCI’s.

4.  Replace the medicine cabinet with a new mirror.

5.  Repaint and refinish/repair all wall and ceiling surfaces.

6.  Complete and finish all surfaces i.e. walls, floors, trim work etc.

7.  Replace the toilet, faucet and bath hardware.

8.  Clean the bathtub/shower and shower door and repair plumbing if needed.

9.  Remove the old TP dispenser and patch wall.

10.  Repair the damaged sheetrock and refinish.

D.  Room #4 Stairway 8’ X 6’8”

1.  Refinish the stair handrail and replace the decorative panels with finished wood.

2.  Remove the carpet on stairs and landing and replace with vinyl plank or sheet vinyl.

3.  Replace the stair treads and risers with a rubber or vinyl finish.

4.  Repair or move light switches for basement to one location at bottom of stairs.

5.  Replace handrails with the ends returned to the wall.

6.  Repaint and refinish/repair all wall and ceiling surfaces.

7.  Complete and finish all surfaces i.e. walls, floors, trim work etc.

E.  Room #5 Copy Room 12’4” X 17’0”

1.  Replace the flooring with vinyl planking and repair squeaks.

2.  Replace the rear sliding door with a Double French door 6’0” X 6’8”

3.  Repair sheetrock where needed and repaint the wall and ceiling.

4.  Replace light fixtures, receptacles/switches.

5.  Repaint and refinish/repair all wall and ceiling surfaces.

6.  Complete and finish all surfaces i.e. walls, floors, trim work etc.

F.  Room #6 Kitchen 12’4” X 9’0”

1.  Replace the countertop, sink, and faucet.

2.  Replace the kitchen window with vinyl single hung.

3.  Replace the flooring with linoleum or vinyl planks.

4.  Replace the lighting fixtures. (LED)

5.  Repaint and refinish/repair all wall and ceiling surfaces.

6.  Replace the appliances including the Stove, Hood, and Refrigerator.

7.  Complete and finish all surfaces i.e. walls, floors, trim work etc.

G.  Room #7 Electrical 5’4” X 10’8”

1.  Replace the fluorescent and hall light.

2.  Replace the Electrical Panel and all breakers and install GFCI’s.

3.  Replace the window with single hung vinyl window.

4.  Repaint and refinish/repair all wall and ceiling surfaces.

5.  Cap the water valves.

6.  Complete and finish all surfaces i.e. walls, floors, trim work etc.

H.  Room #8 Garage Office 19’10” X 21’6”

1.  Touch up patch and paint the walls and ceiling.

2.  Install vinyl plank flooring.

3.  Paint the front and rear doors.

4.  Replace the entry door to the main offices.

5.  Complete and finish all surfaces i.e. walls, floors, trim work etc.

I.  Room #9 Interior Office 9’0” X 13’0”

1.  Remove the window at the south wall and reframe and refinish.

2.  Replace flooring with Vinyl plank or sheet vinyl.

3.  Replace the light, outlets, and switches and covers.

4.  Repaint and refinish/repair all wall and ceiling surfaces.

5.  Cap the water valves.

6.  Replace the register.

7.  Replace the entry door and hardware.

8.  Replace the existing window with a single hung vinyl.

9.  Complete and finish all surfaces i.e. walls, floors, trim work etc.

J.  Room #10 Reception Room 13’0” X 15’4”

1.  Replace the flooring with vinyl plank.

2.  Replace the existing lights and add a new light. (LED)

3.  Replace all electrical outlets, switches and covers.

4.  Repaint and refinish/repair all wall and ceiling surfaces.

5.  Replace the registers

6.  Complete and finish all surfaces i.e. walls, floors, trim work etc.

K.  Room #11 Hallway/Foyer 5’6” X 12’2”

1.  Repaint the front door and trim out.

2.  Repaint and patch the walls and ceiling.

3.  Replace the light fixtures, switches, outlets and covers. (LED)

4.  Replace flooring with Vinyl plank.

5.  Replace the closet doors.

6.  Complete and finish all surfaces i.e. walls, floors, trim work etc.

L.  Room #12 Hallway 3’2” X 14’8”

1.  Replace the light fixtures, switches, outlets and covers. (LED)

2.  Replace the flooring with vinyl plank.

3.  Repaint and patch the walls and ceiling.

4.  Replace the storage/closet door.

5.  Complete and finish all surfaces i.e. walls, floors, trim work etc.

M.  Room #13 Interior Office 9’4” X 11’4”

1.  Replace the light fixtures, switches, outlets and covers. (LED)

2.  Repaint and patch the walls and ceiling.

3.  Replace entry door and hardware.

4.  Install shelving in the closet and install a new door.

5.  Replace the existing window with a single hung vinyl.

N.  Room #14 Interior Office 10'6” X 13’0”

1.  Replace two windows with Single hung vinyl windows.

2.  Repair partition wall and finish.

3.  Repaint and patch the walls and ceiling.

4.  Replace the flooring with vinyl plank.

5.  Replace entry door and hardware.

6.  Refinish closet and install ½ shelving and ½ coat rack. (12” shelves)

7.  Complete and finish all surfaces i.e. walls, floors, trim work etc.

O.  Area #16 Rear Deck

1.  Demolish and remove rear deck.

2.  Install new concrete patio and step.

P.  Room #17 & 18 Basement Office and Storage Room 24’6” X 24’11”

1.  Remove the Storage rooms to open the area.

2.  Repair or replace the ceiling tile and grid.

3.  Add new heat ducting.

4.  Install new electrical outlets to code.

5.  Install new lighting to cover the office area.

6.  Replace the HWT.

7.  Remove any unnecessary wires in the ceiling.

8.  Install Egress window on the West wall.

9.  Replace the entry door and storage door with hardware.

10.  Frame in and install entry door for the storage and furnace.

11.  Install access door for the furnace.

12.  Complete and finish all surfaces i.e. walls, floors, and trim work.

Q.  Exterior #19

1.  Replace all fascia and finish

2.  Replace the soffit and install new vents.

3.  Remove and replace the siding throughout with new chip bd siding and paint.

4.  Install vapor barrier and ½” rigid insulation.

RELIABLE, RESPONSIVE, RESPONSIBLE BIDDERS

The Spokane Tribe of Indians Purchasing/Property Director, TANF Facilities Program Manager, TANF Director, Executive Director, or Tribal Council reserves the right to determine whether or not a bidder is responsive, responsible, reliable, qualified, and possesses the ability to complete the entire project. Those determinations will be based on:

a.  The skill and experience demonstrated by the bidder in performing agreements of a similar nature.

b.  The bidder’s record for honesty and integrity.

c.  The bidder’s capacity to perform in terms of facilities, personnel and financing.

d.  The bidders past performance with the Spokane Tribe of Indians.

The entire site must be clean and free of debris at all times and upon final completion of work.

Access to Work Site for Inspection

The TRIBE shall be given free access to the work site at all times during the contract period. However, the TRIBE is not required to make exhaustive or continuous onsite inspections to perform the duty of checking and reporting on work progress.

Rejection and Stoppage of Work

The TRIBE shall have authority to reject work, which in its opinion does not conform to the contract documents, and to stop the work or a portion thereof when necessary to insure the CONTRACTOR’S performance is in accordance with the terms of this agreement.
