OCTOBER 12, 2011
WINDER, GEORGIA
The Supervisors of the Oconee River Soil and Water Conservation District met at 1:30 p.m. on Wednesday, October 12, 2011 in the District Office in Winder, Georgia.
Supervisors present were: David Jackson, Dewy Johnson, Janice Marable and Bernard Garrett. Supervisors absent were: Balfour Hunnicutt and Tony Embrick. Others present were: Robert Amos, Wanda Sheppard, Carol Boss, Wyukia Coleman and Jose Pagan.
Chairman Jackson presided and Regional Representative Amos gave the invocation. The minutes of the September meeting were amended as follows: Jackson County Commission Chairman’s name is Bicknell not Bignell. The minutes were then approved on a motion by Johnson and seconded by Garrett. The motion passed.
District Treasurer Marable gave the treasury report. Amos reported on the outreach grant reimbursement and stated that the payment had mistakenly been made to the Oconee River RC&D. A motion was made by Johnson and seconded by Garrett to send a letter to Oconee River RC&D requesting the payment be made to the Oconee River SWC District. The motion passed. A motion was then made by Marable and seconded by Johnson to approve the treasury report. The motion passed.
District Office Coordinator Coleman gave the district office report. After discussion, Johnson agreed to chair the education committee.
Jackson reported six (6) erosion and sediment control plans submitted for ratification. A motion was made by Garrett and seconded by Johnson to approve four (4) plans. The motion passed. The Board then went into executive session to discuss personnel matters. Jackson then called the meeting back to order and a motion was made by Garrett and seconded by Johnson to approve the new hourly rate for the district office coordinator and the new office hours. The motion passed.
District Conservationist Boss and Pagan gave the NRCS reports.
Regional Representative Amos gave the State Conservation Commission report. Amos reported that he held a certification class for Barrow County employees and the class went well. Amos also reported that the GACDS Annual Meeting will be held January 6-8, 2012 at Chateau Elan in Braselton, Georgia.

In other district business: the supervisors discussed the plan review process in place and some concerns over how the plans are being reviewed and approved. No action was taken but the supervisors agreed to look at ways to improve the process.
The next district meeting will be Wednesday, November 8, 2011 at 1:30 p.m. at the District Office in Winder, Georgia.
There being no further business, the meeting was adjourned.
