The 2000 Annual Report to Congress
Student Activity:
• Go to http://www.ed.gov/offices/OSERS/OSEP/OSEP2000AnlRpt/ where you will find the 2000 Annual Report to Congress from the Office of Special Education and Rehabilitation Services. Look at (or print) the following pages:
1. Table AA2 on pages A-2 to A-4
2. Table AA3 on page A-5
3. Table AB2 on page A-97
4. Table AC2 on page A-210
5. Table AD1 on page A-221
6. Print other pages that may be of interest to you.
• Review the data provided in the pages from the 2000 Annual Report. Be prepared to discuss your thoughts and conclusions in class.
• Use the following questions to guide your reflection on the reports.
1. Using Table AA2, for your state, calculate the percent of students in each category of disabilities (divide each disability by the total number students in “all disabilities” category). Consider this data. How do your state’s percentages compare to national percentages found in your text (in Table 5.1 and Table 6.1)? What might account for any differences you found?
2. Using Table AA3 (and “All disabilities” category from Table AA2) calculate the percentages for each Race/Ethnicity category in your state. Consider this data.
3. Using Table AB2, note the percentage of students who spend 0% to 60% of their time outside of the general class. What does this mean for you as a teacher?
4. There is a national shortage of special education teachers. Look at the data for your state. Note how many teachers who are in special education positions are not fully certified. Then, note how many vacant positions are available. What does this data mean for you as a teacher?
5. Table AD1 reports how students exit special education. Check the data for your state. How does the data for diploma receivers compare to certificate receivers? What do you think are the long-term implications for the students who do not earn diplomas?
6. Finally, did you note other data of interest to you?
