Salary Range / $48,871-$63,528

POSITION SUMMARY:

This position will be under the direct supervision of the Chief of Police, and will serve as a Criminal Investigator on the Yurok Indian Reservation. The Investigator will perform the full range of in-depth investigative duties requiring a comprehensive knowledge of law enforcement and skills involving a high degree of independent judgment, immediate decisions, and a high degree of initiative and resourcefulness. An emphasis will be placed on sexual assault and domestic violence crimes. This is a grant funded position for a minimum of three (3) years.

DUTIES AND RESPONSIBILITIES: The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address law enforcement needs and changing law enforcement practices.

1.  Plan and conduct criminal investigations involving allegations of sexual assault and domestic violence and all other violent crimes occurring on the Yurok Reservation.

2.  Insure investigations are properly conducted and documented within prescribed guidelines regarding time frames, deadlines, formats; and are submitted to the proper jurisdictional authorities for prosecution or further action.

3.  Perform surveillance, obtain evidence, and establish probable cause or link to suspects and events to criminal activity or other misconduct.

4.  Investigate, detain, apprehend, or arrest persons charged with violations of Federal, state, local, or tribal laws; and testify at hearings.

5.  Obtain search and arrest warrants and execute such warrants. Search for and properly maintain evidence.

6.  Interview suspects and witnesses.

7.  As the need arises, manage law enforcement resources supporting investigations or supervise other personnel participating in investigations, especially when conducting raids, making arrests, performing searches, managing informants or under-cover operations, or conducting surveillance.

SUPERVISORY RESPONSIBILITIES:

This position has no supervisory responsibilities.

MINIMUM QUALIFICATIONS:

·  U.S. Citizenship required.

·  Must possess a P.O.S.T. basic certificate.

·  Must maintain firearms qualification.

·  This position is subject to pre-employment background investigation. (P.O.S.T. background investigation)

·  Travel 6 to 10 nights per month may be required

·  Must have valid telephone service.

·  Valid state issued driver’s license and/or the ability to obtain a California or Oregon driver’s license. Must be insurable on the Tribe’s insurance policy.

·  All applicants are subject to the Tribe’s Drug and Alcohol Free Work Place Policy including pre-employment screening.

·  Qualified Indian preference applies.

EDUCATION/EXPERIENCE:

Grade 9: Must have at least six (6) years of experience investigating, apprehending, arresting and detaining individuals suspected of crimes; assisting in the surveillance of sites; performing limited analysis and collection of evidence; and preparing case reports that are reviewed by a senior official. This is equivalent to a uniform patrol officer.

A combination of specialized experience and education that totals 100% of the experience requirement.

KNOWLEDGE, SKILLS & ABILITIES:

Qualified applicants will be rated based on their possession of the knowledge and experience requirements below:

·  Knowledge of Federal/State/Tribal criminal and civil statues, rules of evidence, court procedures and constitutional rights, and specialized investigative techniques; such as processing crime scenes.

·  Ability to conduct investigations and to apprehend and detain subjects related to crime.

·  Ability to evaluate, accept or reject work products and to work out solutions to problems relating to the work, including the ability to set timetables and priorities based upon availability of resources.

·  Ability to prepare and deliver clear, concise and comprehensive oral presentations.

·  Knowledge of accepted standards in writing, use of proper grammar, and ability to analyze and prepare clear, concise and comprehensive reports regarding highly complex and sensitive investigative matters of new or revised regulations, policies, or procedures affecting agency and investigative program areas.

·  Ability to prepare written, thorough and concise investigative reports that may or may not be very complex.

·  Ability to work with other law enforcement agencies.

·  Skill in problem solving.

MINIMUM ENTRY AGE LIMIT: Applicants employed in the Criminal Investigator position must be at least 21 years of age.

MEDICAL REQUIREMENTS: Must submit to a pre-employment physical exam.

SUITABILITY, CLEARANCE & REQUIREMENTS: A background security investigation will be required for all new hires. Employment will be subject to the applicant’s successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination.

DRIVING RECORD REQUIREMENT: This position is required, as an incidental duty, to operate a government-owned or leased motor vehicle in the performance of duties, therefore, a valid driver’s license is required. Incumbent must have a safe driving record within the three-year period immediately preceding employment and be able to meet the safe driving requirements of the Yurok Tribe.

LANGUAGE SKILLS:

Must have the ability to read, write and comprehend simple instructions, short correspondence, and memos. With ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization. Knowledge of Yurok language is preferred but not required.

REASONING ABILITY:

Apply common sense understanding to carry out instructions furnished in written, oral and/or diagram form. With ability to deal with problems involving several concrete variables in standardized situations.

PHYSICAL DEMANDS:

While performing the duties of this job, the employee is require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform the duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties of these positions are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to him/her, or others is disqualifying

·  Depth perception (three-dimensional vision, ability to judge distances and spatial relationships).

·  Ability to adjust focus (ability to adjust the eye to bring an object into sharp focus).
