Manager - Project Approval and NGOAB Relations under Administration Department (1 position)

Location: Based at Dhaka, CARE Bangladesh Headquarters.

The duration of the proposed contract will be for five years.

I. Job Summary:

The Manager - Project Approval and NGOAB Relations is responsible for leading on new projects approval from GOB including assisting all projects for developing and submission of quarterly and annual progress reports to NGO Affairs Bureau. S/he will develop the FD (Foreign donation) forms of all new projects and will submit to NGO Affairs Bureau in a timely manner. The Manager will maintain good communication and liaison with NGO Affairs Bureau, will work with projects/programs in preparing and submission of reports (quarterly/annual/audit) as per the GOB requirements including responding all questions and queries as and when required. S/he will maintain coordination with projects/programs and finance unit, and will assist that all projects maintain the compliances the regulations of the Government of Bangladesh. The Manager will inform projects/programs/units the GOB requirements and updates for any modifications of GOB circular in regard to NGO activities.
The Manager - Project Approval and NGOAB Relations will directly reports to GM -Admin Section will work closely with the other members of Finance & PDU. S/he will support in launching of new projects as well as support in design of new projects.
II. Responsibilities and Tasks:

Employees who supervise other regular employees on a continuous basis should have Staff Management as the number one Job Responsibility. The general rule of thumb for percentage of time for management of others is 5% per direct report. Example: If a supervisor has six direct reports then at least 30% of his/her job should be allocated to supervising those employees.
Responsibility # 1: Ensure that all projects/programs of CARE are being implemented in compliance with GOB requirements / 60%
§  Prepare Project Pro-forma (FD-6) as per prescribed format of NGO Affairs Bureau and submit to NGO Affairs Bureau for approval.
§  Timely respond to queries of NGO Affairs Bureau in obtaining approval/ clearance.
§  Prepare multi-year budget in FD-6 of CARE's new projects or extension projects for NGO Bureau in FD-6 format
§  Ensure timely response queries from NGOAB and keep abreast with all communications to/from the NGO Affairs Bureau.
§  Take actions/initiatives to solve outstanding project approval issues with the appropriate NGO Affairs Bureau desk officers.
§  With the guidance of GM-Admin at CARE Bangladesh ensure compliance with the NGO Affairs Bureau in terms of project approval, yearly fund release and reporting requirements.
§  Collect, review and prepare Quarterly and Annual Report of CARE projects as per prescribed format of NGO Affairs Bureau and submit in obtaining yearly fund clearance.
Responsibility # 2: Reporting and communication / 25%
§  Coordinate and assist Finance department in preparing audit report (FD-4) of CARE projects as per guideline of NGO Affairs Bureau and submit to NGO Affairs Bureau and Bangladesh Bank.
§  Prepare the audit query response for NGOAB in coordination of concern project and finance.
§  Coordinate with the projects/programs, prepare and submit year ending FD-2 and FD-4 for all on-going projects to the NGOAB.
§  Coordinate with Projects/programs in preparation and submission of quarterly and annual reports to NGO Affairs Bureau
§  Report to project and Finance Unit for any deviation from the originally proposed budget and recommend for corrective measures as required for each projects.
§  Day to day liaisons/communication with NGO Affairs Bureau officials.
§  Ensure timely response to requests/queries from NGO Affairs Bureau.
Responsibility # 3: Documentation, Coordination and information management. / 15%
§  Ensure that all memos and documents from NGO Affairs Bureau are maintained in properly documented and well protected.
§  Update Donor list and CARE's project information (Short brief of the Project, budget, duration and geographic location)
§  Assist PQU unit in preparing Project Brief, Annual Report and CARE-Bangladesh Newsletter, etc
§  Maintain project wise NGOAB related information file.
§  Coordinate with the Program/Project Leaders, Finance and audit team in collecting and compiling information as per GOB requirements.

Directly reports to the GM-Admin Section
IV. Working Condition:
Dhaka based position with field visit as and when required
V.  Qualification:
·  3 (three) years experience in relevant field, particularly maintaining liaison and communication with relevant government authority and other stakeholders.
·  Master's Degree in Finance / Management/ Social Sciences
·  Good conceptual understanding on development work and ability to maintain liaison with the GOB (NGO Affairs Bureau)
VI. Core Competencies:
§  Good knowledge and understanding of legal requirements of GOB for NGO operation in Bangladesh
§  Good interpersonal communication, liaison, negotiation and collaboration skills
§  Good computer skills and should have ability to design simple formats and graphs.
§  Good oral and written communication skills in both Bangla and English.
