3.COUNCIL MINUTES

RESOLVEDon proposal by Cllr. T. Davies, seconded by Cllr. KD. Woolleythat the notes of the Management and Finance Committee meeting on Monday 9th February2009be confirmed and signed as a correct record.

Cllr. D. Dobbie asked the Assistant Clerk who decided to put rent charges on pink paper?

The Assistant Clerk advised that she was advised to by the Clerk.

Cllr. D. Dobbie requested for the above to be minuted.

The Committee agreed to leave the notes the 17th February 2009 until the end as Cllr. D. Dobbie had a question to raise on the pink paper.

9.RECOMMENDATIONS OF SUB-COMMITTEE MEETINGS HELD IN FEBRUARY

Personnel and Procedures Sub-Committee

RECOMMENDATION to Management and Finance Committee that Council allows members of the Public to have access to reports at Council meetings upon request unless of a confidential nature. Proposed by Cllr. T. Davies, seconded by Cllr. R. Hesse-Phillipson.

Cllr. D. Dobbie spoke in favour of this recommendation as it would make the meetings more interesting for the public in attendance.

RESOLVED on proposal by Cllr. EJ. Hadley, seconded by Cllr. T. Davies to allows members of the Public to have access to reports at Council meetings upon request unless of a confidential nature.

10.NOTICE OF MOTION

11.TO RECEIVE NOTES OF SUB-COMMITTEE MEETINGS HELD IN FEBRUARY

RESOLVEDon proposal by Cllr. T. Davies, seconded by Cllr. D. Dobbie that the notes of the Personnel and Procedures Sub-Committee meeting held on Tuesday 17th February 2009 be received and the resolutions contained therein be adopted.

Cllr. D. Dobbie requested that it be noted that the information may be available but it is still not being given.

12.APPEAL REQUESTS

GAINSBOROUGH CHRISTMAS MARKET COMMITTEE

The Chairman advised that the Christmas Market Committee are requesting funding to contribute to administration expenses.

RECOMMENDATION to Full Council on proposal by Cllr. T. Davies, seconded by Cllr. KD. Woolley that this Council contribute £1,000 towards the Christmas Market from reserves.

13.PHOTOCOPIER

RESOLVED on proposal by Cllr. KD. Woolley, seconded by Cllr. R. Plastow to buy the new Sharp MX2600 mono/colour copier printer for £4,500

After an in depth discussion and Cllr. T. Davies presenting other local burial fees (see attached) the following was decided.

RESOLVED on proposal by Cllr. KD. Woolley, seconded by Cllr. T. Davies to accept the following Cemetery Charges for 2009 / 2010.

Garage Plot Rents

RESOLVED on proposal by Cllr. KD. Woolley, seconded by Cllr. R. Plastow to increase the garage rents to £50 per annum to come into effect from 25th March 2010.

Cllrs. D. Dobbie and H. Clarke were against the vote.

Allotment Rents

Cllr. WSR. Parry declared a prejudicial interest as an allotment land owner and left the room at 7:57pm.

Cllr. H. Clarke declared a personal interest as an allotment holder.

Cllr. D. Dobbie had a list of questions he requested answers for (see attached), some answers were unable to be answered at the time and it was decided that as Allotment Sub-Committee chairman Cllr. R. Hesse-Phillipson would look into the questions and gain answers, and it was also apparent that allotment secretaries were unhappy with the service so Cllr. R. Hesse-Phillipson would speak to the individual secretaries and report back to the Community Service Committee in order to improve the service given.

Cllr. T. Davies advised that from information he had obtained Gainsborough was still cheaper than the surrounding area for allotments.

Cllr. D. Dobbie advised that he believed there had been a lack of consultation with the secretaries and we should look at rent increases year on year but include the allotment secretaries when discussing.

Cllr. H. Clarke left the meeting at 8:19pm.

RESOLVED on proposal by Cllr. T. Davies, seconded by Cllr. D. Dobbie to increase the allotment rents to £15 for ¼ rood and £30 for ½ rood to come into effect from 25th March 2010.

Cllr. WSR. Parry and H. Clarke returned to the meeting at 8:22pm.

15.FINANCIAL REPORTS FROM FEBRUARY

RESOLVED on proposal by Cllr. R. Plastow, seconded by Cllr. T. Davies that the monthly statement of income and expenditure for February 2009 be approved and signed by the Chairman.

4.COUNCIL MINUTES

RESOLVED on proposal by Cllr. EJ. Hadley, seconded by Cllr. T. Davies that Standing Order 9.15 apply to exclude the press and public.
