5.3 Noise Analysis & Abatement Design

Work Type Owner / Office of Environmental Services, Environmental Modeling and Testing Unit.
Work Type Input / Based on project scope, size, geographic location, background conditions, and anticipated impacts.
Work Type Definition / A traffic noise analysis identifies areas of potential noise impacts for each study alternative, and compares the various study alternatives on the basis of potential noise impact and evaluates potential noise mitigation measures using Mn/DOT's and Federal Highway Administration’s (FHWA) definition of feasible and reasonable noise mitigation.
Work Type Output / 1. A completed Noise & Abatement Design (preliminary or final).
2. Mn/DOT – Minnesota Pollution Control Agency (MPCA) Noise Standard Exemption Request.
Specific Examples of Output / 1. Input and output files from a FHWA and Mn/DOT approved noise model, which includes current measured and calculated projected noise levels. Additional mitigation documentation may include location, wall height, alignment, detail drawings, profiles, and cost estimates.
2. Mn/DOT – MPCA Noise Standard Exemption Request.
Quality Attributes of Output / The analysis shall comply with all project specific requirements and include sufficient level of detail as dictated by the project scope, size, geographic location background conditions, and residential density. Requirements of the Professional Staff
Minimum Number of Staff /
  • At least one noise analyst who meets all of the “Qualifying Experience” is required.

Professional Certification/LicensurePast Record & Experience of Firm /
  • N/A

Qualifying Experience /
  • Managed and completed at least one Noise Impact and Modeling Assessment, utilizing Minnesota noise standards, which required signature approval by FHWA and/or MPCA.
  • Experience or evidence of coursework in the assessment of traffic noise impacts using current FHWA / Mn/DOT stamina based noise prediction computer models (MINNOISE is the current model as of 11/2002).
  • Project experience in abatement design using procedures required by 23 CFR 772, "Procedures for Abatement of Highway Traffic Noise and Construction Noise".
  • Project expertise in the application of the information set forth in the FHWA Publication "Highway Traffic Noise Analysis and Abatement Policy and Guidance"

Requirements of the Firm
Past Record & Experience of Firm /
  • Managed and completed at least one Noise Impact and Modeling Assessment, utilizing Minnesota noise standards or Federal Noise Abatement Criteria (NAC), which required signature approval by FHWA and/or MPCA. Experience by qualified professional staff may be cited in lieu of experience by the firm.

5.3 Noise Analysis & Abatement Design Statement of Minimum Technical Qualifications

Requirements of Professional Staff /
  • Qualifying experience of staff shall be documented by resumes and personal experience histories of the firm's principals or key personnel. Names and dates of related qualifying course work must be included.
  • One example (including data collection, analysis and final report) of a completed Noise Impact Assessment that demonstrates the use of 23 CFR 772 requirements. Project name, project number, project location, date of completion and customer must be listed. Must use the MINNNOISE Model or a stamina based noise prediction computer model.

Requirements of Firm /
  • Satisfactory experience of the firm in the category shall be documented by reference to at least one managed and completed Noise Impact and Modeling Assessment, utilizing Minnesota noise standards or Federal Noise Abatement Criteria (NAC), that required signature approval by FHWA and/or MPCA. (Experience by qualified professional staff may be cited in lieu of experience by the firm.)

  • Project examples may be submitted electronically on CD’s or submitted in hard copy (i.e. reports, plans, etc.).
