On motion of Supervisor Roberts, seconded by Supervisor Horn, the Board of Supervisors appointed Supervisor Cox, Chairman; Supervisor Jacob, Vice Chairwoman; and Supervisor Slater, Chairwoman Pro Tem.

3. / SUBJECT: / RATIFY PROCLAMATION OF LOCAL EMERGENCY FOR DAMAGING CONDITIONS CAUSED BY EXOTIC NEWCASTLE DISEASE (DISTRICT: ALL)
OVERVIEW:
Positive findings of Exotic Newcastle Disease in a commercial egg-laying facility in San Diego County, confirmed by the California Animal Health and Food Safety Laboratory in San Bernardino, has prompted the immediate expansion of the regional quarantine zone to include the entire county of San Diego.
San Diego County ranks number 2 in egg production statewide. This outbreak threatens not only egg production, but also all poultry and poultry products valued at $51.9 million for 2001. Immediate and aggressive steps are crucial to the isolation, containment, and eradication of Exotic Newcastle Disease. This may result in conditions of extreme peril to the safety of affected property. This declaration will assist County agencies that are seeking to remove regulatory obstacles, and thus allow temporary modifications in order to meet state and federal quarantine requirements.
The Director of Emergency Services of the County of San Diego finds these conditions that have arisen within San Diego County as a result of the infestation of the Exotic Newcastle Disease to be of extreme peril to the safety of property, and has issued a Proclamation of Local Emergency. The purpose of this declaration is to allow the Chief Administrative Officer to take any preventative measures necessary to protect and preserve the public health and safety, and to provide the county legal immunities for emergency actions taken.
FISCAL IMPACT:
There is no fiscal impact as a result of this action.
BUSINESS IMPACT STATEMENT:
This outbreak of exotic Newcastle today would severely impact the U.S. poultry industry. In 1971, a major outbreak occurred in commercial poultry flocks in southern California. The disease threatened not only the California poultry industry but also the entire U.S. poultry industry and egg supply. In all, 1,341 infected flocks were identified, and almost 12 million birds were destroyed. The eradication program cost taxpayers $56 million, severely disrupted the operations of many producers, and increased the prices of poultry and poultry products to consumers.
RECOMMENDATION:

Ratify Proclamation of Local Emergency made by the Chief Administrative Officer on December 31, 2002.
