Apply understanding of TfGM’s project and programme management processes to deliver TfGM’s Cycle Infrastructure programme. /
  • Oversee programme delivery in accordance with Projects Management Procedures (PMP).
  • Ensure Project Execution Plans(PEPs) and Programme Plans are initiated and kept up to date including risk and issue management.
  • Ensure that the programme is adequately resourced to deliver against its commitments.
  • Ensure an effective communications and stakeholder strategy is produced and delivered which supports the programme.
  • Prepare adetailed programmeplan, within the framework agreed with Programme Management Services (PMS), and review progress against commitments.
  • Ensure that the programme complies with all Standing Orders as defined in the Greater Manchester Combined Authority’s constitution, financial regulations, relevant legislation and other statutory requirements.

Secure approvals necessary to deliverthe programme. /
  • To manage the change control process for the programme, including preparing change requests and presenting at Change Committee.
  • Obtain the necessary internal (Programme Board, Executive Group, etc) and external (Transport for Greater Manchester Committee (TfGMC)/GMCA orthird party) approvals consistent with current TfGM practices and procedures.
  • Manage the programme through the appropriate gateway review process.

Undertake systematic project reviews and agree action plans to address issues raised throughout the programme lifecycle. /
  • Lead the reviewing of milestones and progress for each project within the Cycle Infrastructure programme, in conjunction with delivery partners where appropriate.
  • Ensure problems and issues are effectively resolved.
  • Oversee the production of regular, up to date and accurate project reporting.
  • Provide advice on compliance with TfGM’s Project and Programme Management Procedures.
  • Manage, and continuously monitor, the programme to ensure satisfactory progress and consistent delivery to the agreed funding, outputs and timescales.

Put in place a Stakeholder Communication Strategy for the programme and ensure stakeholders made aware of project progress. /
  • Ensure key stakeholders are regularly appraised of project progress and activities, and that they receive information promptly as and when requested.
  • Measure, understand and respond to regular internal and external stakeholder feedback to continuously improve service quality.
  • Maintain effective communication channels with delivery partners to keep them appraised of project/programme commitments and achievements through regular reporting.
  • Develop effective working relationships with internal colleagues and delivery partners to ensure efficient working arrangements.

Ensure budgets necessary to progress the programme are in place. /
  • Obtain accurate cost estimates so as to enable the programme to be progressed through various technical design and implementation stages.
  • Seek internal (TfGM) and external TfGMC/GMCA/third party (as appropriate) approval to these budgets.

Effective programme reporting undertaken. /
  • Undertake accurate monthly programme reporting including costs, funding, schedule, risks and issues.
  • Manage the operation of the Active Travel programme board, preparing reports as required across the Active Travel teams.
  • Lead the collation of financial, programme and technical information for reporting to funders, including the DfT.
