The list was developed by visiting the website of the Maryland Municipal League, http://www.mdmunicipal.org/, a voluntary association of municipalities in Maryland, which maintains an informational website regarding each of the 159 municipalities or taxing districts it represents. If the League’s website contained a link to a website maintained by the municipality, that link was followed, and if the municipality maintained an online edition of its code, the code was reviewed to determine whether it contained a landlord licensing law. It is possible that some municipalities have such a law but either do not have a municipal website linked from the League’s website or do not have a version of their code available online.
