Regular session of the Minden City Council was called to order by Mayor Pro Tem Zimmerman at 6:00pm on above date. Councilmen present: Ploen, Dooley, Wellman, Arnold Absent: Armstrong Also attending Phil Bintz, Dick Bornhoft, Tressa Driver & Julie Williams.

Motion by Wellman, second by Arnold to approve the agenda with the addition of 2015 ICAP policy insurance for eagle monument. M.C. 4-0

Motion by Arnold, second by Ploen approve minutes of the February Meeting. M.C. 4-0

Motion by Ploen, second by Wellman to approve the financial statement. M.C. 4-0

Motion by Dooley, second by Wellman to approve the bills for payment. M.C. 4-0

Dick Bornhoft with R&S waste discussed with the council the need for a rate increase in our upcoming contract. Dick explained to the council the landfills are continuing to increase their tonnage fee which ultimately will affect the rate the city pays for garbage service. The rate increase will be .75 cents per household. Motion by Wellman, second by Dooley to approve the 2015 garbage contract with R&S Waste. M.C. 4-0

Julie Williams and Tressa Driver discussed with the council the issues and needs of the Community Club. The Community club is in need of new ball field lights as well as tables and chairs. The council asked the City Clerk to contact the League of Cities to find out if the City could legally help the Community Club.

Mayor Pro-tem Zimmerman opened the public hearing at 6:45pm to discuss the FY15-16 Annual budget. There were no oral or written comments presented by the public. Motion by Dooley, second by Wellman to close the hearing. M.C. 4-0

RESOLUTION #15-01 Motion by Wellman, second by Dooley to approve the 2015-16 annual budget as published. Roll call vote: Ayes: Dooley, Wellman, Ploen, Arnold Nayes: none

West Pottawattamie Soil & Water Conservation District is implementing a stream sign program for the major streams in Pottawattamie county, including Keg Creek. The program would place signs on both bridges that go over Keg creek near Minden. The program will seek out grant funds to cover a portion of the cost of the project. The City of Minden would need to provide $146.00 to complete the project. Motion by Dooley, second by Wellman to commit $146.00 to the West Pottawattamie Soil & Water Conservation District stream sign program. M.C. 4-0

Motion by Ploen, second by Dooley to approve the 2015-16 Yorktownship Fire Protection contract. M.C. 4-0

Motion by Wellman, second by Ploen to approve the Minden Bowl and Café Liquor license. M.C. 4-0

The council discussed the lagoon permit. The council asked the City Clerk to contact the City engineer Steve Perry and have him come to the April meeting.

Dick Jensen donated $326.16 on behalf of the Minden Trees Forever fund. Dick asked that the City use the fund to purchase the new trees or shrubs that will be planted in the city triangle. The council appreciated the donation.

The council discussed the need for insurance on the eagle monument in the triangle. The council would like to table this issue until the restoration of the triangle has been completed.

Kevin Zimmerman showed the council some of the design choices for the triangle which include a short sitting wall behind the eagle and pavers placed around the eagle. The council liked the options and asked Councilman Zimmerman to move forward with the design.
