Town of Hamden Town Board Meeting of July 1, 2015

Tom Vroman and neighbors spoke to the Town Board about the condition of Curtis Lane and Launt Hollow Roads and said they needed ditching, sweeping, and pot holes filled. Superintendent Dibble said that he had just received brushes for the Town Highway broom and would take care of it in the next few days.

Superintendent Dibble reported that CHIPS sealing has been done on Fish Hollow, Dunk Hill, MacDonald Road and West Terry Clove Roads.

The board approved a resolution to apply for a grant to repair an East Brook Road washout and recommended this to the Delaware County Soil and Water District. Originally, Covert Hollow was to be done, but there has been so many applications, that the Town of Hamden can only have one and East Brook was the selection as it was the one in most dire need of repair.

The decision to join the Upper Delaware Tail waters Coalition was tabled again until August.

Three candidates were selected for the Coalition of Watershed Towns, Bruce Dolph, Walton, Art Merrill, Colchester, and Mark Tuthill of Delhi for regular seats, and Dale Cole, Andes, Alan Perkins, Delhi, and Tom Joyce from Andes as the alternates.

The board approved an agreement with the Heart of the Catskills Humane Society of Delaware County for the handling of stray dogs and cats for the upcoming year.

Due to the cost of moving the old Hawley’s Schoolhouse, it was decided to leave it on its original 1859 site and restore it on site. This will eliminate a $30,000 moving cost and $20,000 in other costs such as foundation which is needed when moving it to a new site. Leaving it on site will also give it status to go on the Historic Preservation listing if desired. The roof needs immediate attention and the board gave authorization for the committee to seek someone to do some design work on the building restoration.

There will be a broadband meeting at the August Town Board meeting for residents of the Town of Hamden. Representatives of Delaware County Electric, Delhi Telephone and Margaretville Telephone will be present and available to ask questions of.

The Board agreed to advertise for fuel bids for the August Town Board meeting. It will include fuel oil, gasoline, diesel, and propane for the upcoming year.

The board was informed by Supervisor Marshfield that an electric transmission line will be rebuilt in the vicinity of East Terry Clove, Wright Road and Basin Clove Road. The Town will pull out its road preservation local law and make sure it is adhered to during the construction of it. It is expected to start this year.

Approval was given to Superintendent Dibble to purchase a new Ford Tractor on State bid from River Valley New Holland of Hamden for $51,606 and with a trade in of the existing Ford tractor for $22,656 for a total cost of $28,950. This would be for a Powerstar T4.75 4wd with a cab.

Delaware County Board of Supervisors Meeting of July 22, 2015

Karen Marshfield presented to the board an announcement of the new Adult Day Care Center in Lake Delaware and the need for more facilities, more volunteers and for participants for the new center. There has been one successfully running in Walton for a couple of years. There is hopes to open other facilities around the county.

The board accepted a grant from Constitution Pipeline in the amount of $2,500 and it is to be used for the maintenance of the Potters Cemetery in Delhi.

The board accepted $24,999 from the Federal Government and to be used for the Social Services domestic violence program. This is 100% reimbursable to the county.

The board authorized the County to enter into a contract with the Community Foundation for South Central New York in the amount of $25,000. This funding is to be used to develop a stream corridor management plan in the tail waters of the Delaware River. This funding would be handled by Watershed Affairs to help the Upper Delaware Tail waters Coalition and its members.

A resolution was approved to establish an additional Assistant District Attorney position for DWI cases in the county and it will be funded totally through Stop DWI funds for a two year trial period. The funding for the position would be $51,872 and from Stop DWI funds.

A resolution was approved for asbestos abatement on a house demolition in the Village of Margaretville. The amount of the abatement is $38,550 and was awarded to Abscape Environmental of Canastota, NY.

A resolution was approved to pay a landowner $5,000 for land needed to replace a County bridge in the Town of Colchester. This was the land owner that the board had approved eminent domain on at the June meeting. It amounted to .61 acres for the $5,000.

A resolution was approved authorizing the Delaware County Department of Public Works to replace driveway culverts on county roads at no cost to the landowner. These culverts would be replaced at the discretion of the County DPW.

The board approved the application of a $200,000 grant to the NYS Office of Community Renewal for the Agricultural Microenterprise program.

The revised Ethics policy needed more work and was tabled until August.

The board approved a grant in the amount of $25,000 from the NYS Department of State for the historic railroad depot assessment in Roxbury. This would be handled through the Planning Department.

The board approved the sale of about $750 worth of small parts and supplies from the old County owned Walton Reporter building. The building has been sold to the Town of Walton and is being demolished next week and the land will be used as a flood plain area for the Village.

Many properties sold at the tax sale were approved in one resolution.

Nine vehicles no longer necessary for public use in the Social Services Department were declared as surplus and will be sold on the internet auction site.

Three pieces of equipment no longer necessary for public use in the Sheriff’s Department were declared as surplus and will be sold on the internet auction site.
