ARCHITECTURAL GUIDELINES

Objective

This document is intended as a guideline for the Knolls 7 Homeowner Association owners. These guidelines are intended to increase the homeowner’s awareness of the ways in which the integrity of Knolls 7 is preserved and the responsibilities the homeowners must assume in this process. In order to maintain the architectural character and integrity of the Association as well as preserve the value of homes, the Board of Directors has enacted the following architectural guidelines. The authority of the Architectural Committee to enact and enforce these architectural guidelines is provided by the Declarations, Article VII, Section 6. Strict observance and adherence to these guidelines is required. In the event of any conflict between these architectural guidelines and the Declarations, the Declarations shall prevail.

Application Process

Prior to commencement of work, written approval for all exterior improvements must be obtained from the Architectural Committee. To initiate this process the ownershall obtain from the Association Manager or ProCom website an application (Architectural Change Form) requesting approval of the proposed improvement(s). The completed ACR and any plans, sales brochures or other descriptive literature showing the type of installation/construction must be submitted to the Association Manager. The Committee will review the application and respond to the owner in a timely manner. The Committee may need to do an on-site inspection before rendering a decision. While every attempt is made to review and approve ACR forms in a timely manner, applications should be submitted well in advance of the proposed architectural change(s) and allow sixty (60) days for a response (Article VII, Section 3).

Failure to obtain necessary approval in writing from the Architectural Committee is a violation of Association policies in accordance with the Declarations and may require modification or removal of the improvements at the homeowner’s expense and could result in fines.

Architectural Material Construction Standards

  1. All work must be performed in a manner consistent with the general dwelling construction and appearance of the community. All work considered being of an unsightly finished nature or of lesser quality than prevailing community standards must be reworked to an acceptable appearance at the sole discretion of the Architectural Committee.
  2. Only approved paint colors shall be utilized throughout the community. Exterior paint colors cannot be changed without approval of the Architectural Committee. The colors will be published next month.

Disruption of the Community Common Area

Knolls 7 common area that is damaged or disrupted due to the installation, construction or maintenance of an individual owner’s improvement, must be restored to its original condition at the expense of the homeowner as soon as the work is completed.

CountyPermits

Approval by the Committee for any improvements does not waive the necessity of obtaining required building permits. Obtaining building permits does not waive the need for Committee approval. Please contact AnneArundelCounty for information on building permit requirements.

Reporting Violations

When residents become aware of a possible violation, the violation should be reported to the Association Manager.

Guidelines

ARTICLE VII, Sections 6 and 11.

  1. Storm doors are authorized as follows: Full glass with white frame only. Homeowners MUST apply for and receive approval from the Architectural and Environment Control Committee and obtain any governmental permits prior to installation. Non-compliance places the Homeowner in violation of Article VII, Section 6.
  2. Sheds are authorized as follows: Wood, vinyl or shingle type only. (No metal) The maximum size is to be 6’ high, 6’ long, 6’ wide (6’x 6’ x 6’). It must be neutral in color and match as closely as possible to the exterior house color. Homeowners MUST apply for and receive approval from the Architectural and Environment Control Committee prior to installation. Non-compliance places the Homeowner in violation of Article VII, Section 6.
  3. Any changes made to the exterior of the Homeowner’s property that are not approved by the Architectural and Environment Control Committee are in violation. Retroactive submission(s) may be requested to comply.
  4. Homes and yards that are not in accordance with Article VII, Section 7 shall have reasonable and necessary repairs and maintenance completed. Homeowners shall have fifteen (15) days, upon notification, to correct noted problems. If not corrected, the Association may take steps necessary to remove or correct the discrepancy per Article VII, Section 11.
  5. Homeowners shall not store scrap metals, refuse, bulk materials, new or used building materials on any lot or any common grounds of the Association.
  6. Decks are authorized as follows: deck must end five (5) feet from rear property line and two (2) feet from side property lines; exception allowed when sliding/French doors prohibit such placement. No privacy walls allowed. It is the homeowner’s obligation to meet governmental building requirements. Homeowner’s MUST apply for and receive approval from the Architectural and Environmental Control Committee and obtain governmental permits prior to installation. Non-compliance places the homeowner in violation of Article VII, Section 6.
  1. Motion Detectors.
  2. Motion detectors are prohibited on the front and side (end units) exteriors.
  3. Motion detectors are allowed on the back exterior with the following stipulations.
  4. The motion detector must have a white color finish.
  5. The owner must submit the specifications for the motion detector, a digital picture of the motion detector, and the model number of the motion detector before it will be approved. The owner can purchase the item to obtain these materials. The owner should make sure the item is returnable before purchasing.
  6. The motion detector(s) must be mounted where the existing exterior light(s) is attached. It must be mounted on the existing mount plate. This allows up to two motion detectors on the back exterior for the first and second floor entrances.
  7. The activation zone must be contained within the owner’s property lines.
  8. The motion detector must be of a reasonable size.
  9. If the motion detector meets the above stipulations, it will generally be approved provided it is of a straightforward design without decorative ornamentation and is compatible with the house style.

  2. Door hardware must have a polished brass finish
  3. The owner must submit the specifications for the door hardware, a digital picture of the door hardware, and the model number(s) of the door hardware before it will be approved The owner can purchase the item(s) to obtain these materials. The owner should make sure the item is returnable before purchasing
  4. If the door hardware meets the above stipulations, it will generally be approved provided it is of a straightforward design without decorative ornamentation and is compatible with the house style

Amendments & Exceptions

These guidelines may be amended at any time by a majority vote of the Board of Directors. It is expected that any changes to these guidelines will be primarily additive and will not involve substantial changes. However, they may be amended to reflect changed conditions or technology. The Board of Directors will conduct a periodic evaluation of the guidelines to determine if amendments are required. Homeowners may also submit requests to the Board of Directors for additions or changes to these guidelines.
