AGENDA ITEM 3.1: RECOMMENDATIONS FOR THE MANUAL ON THE WMO INTEGRATED GLOBAL OBSERVING SYSTEM (WMONo.1160)

DECISIONS/ACTIONS REQUIRED:

(a)  Adopt draft Recommendation 3.1(1)/1 — Manual on the WMO Integrated Global Observing System, Section 2, Appendix 2.4 and Attachment to Appendix 2.4. (WIGOS Metadata Standard);

(b)  Adopt draft Recommendation 3.1(1)/2 — Manual on the WMO Integrated Global Observing System, Section 8.

DRAFT RECOMMENDATIONS

Draft Recommendation 3.1(1)/1 (CBS-16)

MANUAL ON THE WMO INTEGRATED GLOBAL OBSERVING SYSTEM (WMO-No. 1160)

SECTION 2, APPENDIX 2.4. AND ATTACHMENT TO APPENDIX 2.4. (THE WIGOS METADATA STANDARD)

THE COMMISSION FOR BASIC SYSTEMS,

Noting that the WIGOS Metadata Standard (WMDS) is the WMO Standard for all the observational metadata, as approved by Seventeenth Congress,

Noting further that EC-68 adopted the Plan for the WIGOS Pre-operational phase (2016-2019), which includes the further development of the WIGOS Information Resource (WIR) with special emphasis on the operational deployment of the Observing Systems Capability Analysis and Review tool (OSCAR),

Recognizing that the OSCAR tool for surface-based observation (OSCAR/Surface) has been developed as an operational tool for the practical implementation of the WMDS by all Members,

Recalling that the “beta” users of the OSCAR/Surface during the test phase in 2015 provided many useful comments regarding the metadata elements and their implementation,

Acknowledging the work done by the ICG-WIGOS Task Team on WIGOS Metadata in improving and further developing the WMDS, in collaboration with experts from MeteoSwiss and other working bodies of WMO, namely, the Inter-Programme Expert Team on WIGOS Framework Implementation Matters (IPET-WIFI), the Inter-Programme Expert Team on Satellite Utilization and Products (IPET-SUP) and the Inter-Programme Expert Team on Metadata and Data Representation Development (IPET-MDRD),

Recommends to the Executive Council to adopt the updated Appendix 2.4. and Attachment to Appendix 2.4. of the Manual on the WMO Integrated Global Observing System as provided in the Annex;

Recommends further that the Attachment to Appendix 2.4. will be extracted from the Manual and be processed separately as a stand-alone Attachment in order to facilitate frequent update of its technical context [Comment: similar to Part D of the Manual on Codes (WMO-No.306)], and the code tables from the current Annex to the Attachment to Appendix 2.4 will be removed and included in the Manual on Codes (WMO-No. 306).

MANUAL ON THE WMO INTEGRATED GLOBAL OBSERVING SYSTEM (WMO-No. 1160)

SECTION 8

THE COMMISSION FOR BASIC SYSTEMS,

Noting that the observing component of the Global Cryosphere Watch is one of the four component observing systems of WIGOS,

Noting further that the CryoNet Concept was revised based on the results of the pre-operational testing of CryoNet,

Recalls Decision 50 (EC-68) by which EC-68 decided to endorse the updated CryoNet concept;

Recommends to the Executive Council to adopt the updated Section 8 of the Manual on the WMO Integrated Global Observing System as provided in the Annex.

Introduction

WIGOS Metadata Standard

1.  Following feedback from Members and taking into account contributions from various groups and communities, the WIGOS Metadata Standard (WMDS) was further developed to ensure fully applicability to all WIGOS observing components, including space-based observations.

2.  OSCAR/Surface was also further developed side by side with the development of the WMDS, to ensure consistency.

Global Cryosphere Watch (GCW)

3.  Following decisions and guidance from Cg-17 and EC-67, the Global Cryosphere Watch (GCW) Steering Group and its teams continued with development of GCW with a view to its implementation by 2019. This included, among others, development of CryoNet, the core part of the GCW Surface Observing Network and a component system of WIGOS. CryoNet pre-operational testing, which started soon after Cg-17, resulted in several modifications of the CryoNet station/site concept document. These modifications were introduced into the updated Manual on the WMO Integrated Global Observing System.
