Activities/Progress/Travel During this Period

1. In our last report, we stated that the University of Maryland MIPS contract had been signed. Sorry this was not correct. Actually, UMD has not signed the contract because we are still negotiating the inclusion of flow down clauses.

In the appendix are the list of changes that UMD would like us to make before they will accept our flow down clauses. A list of the flow down clauses from the contract is also included in the appendix as well as the Disclosure Limitation clause that will also be flowed down.
Can you please approve these changes? Also if there is anything else we need to include, please let us know.

2. Integrated Positioning: This month we have focused ourefforts on the development of the active radar and orthogonal signal phase delay positioning.

a. Orthogonal Signal Phase Delay Positioning

i. Preliminary tests early in August with some off the shelf components showed that the phase difference of the signal return was measurable on the scale of interest.

ii. We have now completed the theoretical and hardware design for the extraction of the phase difference information.

iii. A key feature of our design is that it does not require clock synchronization and therefore can use less expensive electronics. This is because the signal is sent from the base station (on the fire truck) to the individual unit (on the fire fighter) and then actively sent back. Because the signal makes a round trip there is no need for clock synchronization. In GPS systems, where the signal is sent only in one direction, clock synchronization is an important issue and it increases the price of the electronics.

b. Active Radar

i. We have completed design of output power amplifier and impedance matching networks for the radar transmitter and have begun implementation. We have fabricated the boards and are populating them. We expect to test the boards this week.

ii. We are experimenting with the design systems using ultra wideband Gaussian and wide band chirped signals.

iii. We have also designed and tested in simulation the algorithms for extracting the wide band chirped signal pulse information in the presence of high background noise floor and multipath interference. The simulations give good results.

iv. We have starting to design low noise amplifier and matching networks for the radar receiver.

Plans for Next Reporting Period

1. Continue work on indoor location problem and the Integrated Positioning Technology.

a. Active Radar

i. Continue hardware design and complete implementation of low noise amplifier electronics to send radar pulse.

ii. Continue simulations of the signal properties to maximize range and penetration through building walls.

iii. Continued working on signal processing algorithms to extract radar pulse information in the presence ofhigh background noise floor and multipath interference.

b. Orthogonal Signal Phase Delay Positioning

i. Begin implementation of phase detection methodology.

c. Received Signal Strength

i. Continue working theory for implementation of this location method.

d. Continue work on Biometric Signal Monitoring.

i. Continue development processing algorithms for sensor data.

e. Experiment with patch antenna that will have smaller profile and thus be better suited for the portable units carried by the firefighters. Current antennae are about 15 cm. We need move to a smaller nondescript surface mount profile which will facilitate unencumbered use in the portable transceivers.

f. Prepare for semiannual review.

Issues, Actions, and Recommendations

We need approval from TSWG of the modifications to the flow down clauses before we can put the MIPS contract in place finally.
