Minutes KAAMCO Operations Committee

February 28th, 2002

Mike Buckley, Chairman of the KAAMCO Operations Committee opened the meeting at 1000am. Mike thanked the Holiday Inn for providing the facilities and Alliance Airlines for sponsoring a delicious breakfast.

Mike made the following announcements:

  • The KAAMCO convention will be held in Palm Spring California from May 3rd to May 7th.
  • Our next meeting will be held one week earlier on March 21st at the RAMADA INN. Please take note of the change of location.
  • Mike White Director of Cargo Facilitation for the ATA, our main speaker, was called away on a business trip and could not attend. Paul Crispi from the FAA and Joe Clabby from Corporate Loss will speak in his place.
  • The KAAMCO Cargo web site is being developed and will be completed early this year. You can now read the minutes on the site. Log in at or jfkcargo.net
  • The cargo directory will be updated this year and posted on the web site.

Joel Ditkowsky from the Brokers Association:

  • The Semantics, a benevolent organization of the JFK community will have its annual diner on April 28th.
  • The next airline seminar is scheduled for May 1st.
  • Before publishing emergency amendments the FAA or TSA should touch base with the industry. The wealth of experience and knowledge in the community would provide valuable advice for better rules making that would address both the security and the business needs of the industry.
  • Airlines should have a moratorium on storage charges. Fees should be standard, reasonable with a free time that does not include weekend.

Jim Larsen from the Port Authority:

  • Cargo News Asia publication voted JFK as the best cargo airport in North America.
  • The Department of Transportation has approved 4 projects to improve the Van Wyck Expressway, which includes redesigning the Kew Gardens interchange. 4 over paths will be widened. Approach lanes will be lengthened. Congratulations should go to Peter De Benigno, Bill Greenway and Ginger Priolo for their work on the project.
  • The JFK expo will be on March 28th at the Holiday Inn. There are 34 exhibits and 3 main speakers and several panels.

Henry Zanetti from US Custom:

  • As mandated by APIS advance updated manifests will now be required for charters. Non compliance will subject the carrier to fines; it includes flights coming from Canada. Flights could be denied landing and forced to land in Albany.
  • If anyone interested check the USC job web site. USC was funded to hire more people.

Aletta Fields US Postal Services:

  • Effective March 1st airlines who have employees working at the postal facilities, with a postal security identification, will be required to submit their names and social security numbers by the 10th of each month. When an employee leaves the identification must be returned to the post office management.

Joe Clabby from Cargo Loss Prevention Security Team Leader:

There are 3 projects on the agenda for the year:

  1. Standardize the way we report theft to the Port Authority Police. A think tank will be working on this issue.
  2. A terrorism awareness program will be formulated.
  3. A cargo security-screening course will be developed.

Paul Crispi Regional Director of Security for the FAA:

Our sincere thanks go to Paul Crispi for treating us to a very good and comprehensive report on security and TSA. This is a brief summary of some of the issues discussed:

  • On November 20th, 2001 the President signed into law a bill creating the Transportation Security Agency (TSA), which provides goals and guidelines.
  • TSA is a multi modal agency, which covers Air, sea, ground and rail.
  • TSA will regulate 429 airports in the USA instead of 140 airports as it does now.
  • The work force is now estimated at 80.000.
  • There will be 3000 employees at JFK.
  • Under Secretary John Mc Gall will be in charge of the TSA.
  • There will be regional Federal Security Directors.
  • Sal Falusso will be the interim FSD at JFK.
  • TSA will assume all screening contracts.
  • TSA created a scientific advisory panel, which will study the development and the use of advance technology.
  • There are many jobs available. Anyone interested consult USA jobs on the Internet.

Paul then described the numerous requirements and their timelines. There were many questions from the audience.

After introduction of new members Mike Buckley thanked everyone for attending. The next meeting will be held March 21st, one week earlier than usual at the Ramada Inn. Please note our earlier date and new location for March.
