1) Public Awareness Programs by June 20, 2006
On May 19, 2005 (70 FR 28833), the U.S. DOT-PHMSA-Office of Pipeline Safety (OPS) issued a final rule that revised 49 CFR 192.616 to require that operators develop and implement a written continuing public education program that follows the guidance in API RP 1162 by June 20, 2006. OPS issued a correction on June 16, 2005 (70 FR 35041), which revised the amendment number to Amendment 192-99 and revised the wording of §192.616(c). Copies of the final rule and correction are enclosed. Please provide a copy of your revised written program to this office by June 20, 2006.
2) Missouri Pipeline Safety Regulations (Unofficial Version)
An unofficial version of the current Missouri Pipeline Safety Regulations is now available. A copy will be provided to you at today’s MANGO meeting if you attend, otherwise a copy will be mailed to you.
3) Rulemaking to Adopt OPS Amendments
The Missouri PSC rules 40.020 and 40.030 include adoption of 49 CFR parts 191 and 192 up through Amendments 191-14 and 192-89. Missouri operators are responsible for compliance with subsequent OPS Amendments, and the Staff intends to initiate a rulemaking to adopt them. A copy of the current OPS Amendments issued since Amendments 191-14 and 192-89 is enclosed.
