Cllr F Richards proposed the following:

RESOLUTION: Mrs V Trundle and R Woodcock Esq be co-opted to the Highways sub-Committee.

Seconded by Cllr Capell-Helm and agreed unanimously.

57MINUTES

The minutes of the meeting held on 24 February 2016had been approved at a Full Council Meeting.

58MATTERS ARISING

The Clerk will resend the documentation relating to the request from Cambridge Road residents for a residents only parking scheme to Shane Taylor at the North Essex Parking Partnership. No decision has been taken as to whether the Council will support this request.

(393) Essex Highways are yet to undertake a site visit on Church Road.

(396)Rissa Long has submitted a bid for improved signage on the Elsenham Road.

59 CHAIRMAN’S REPORT

The proposal for double yellow line waiting restrictions on Maitland Road and Manor Road have been publicised and no objections have been made. The Chairman expressed her hope that the restrictions will soon be actioned.

The proposal by Uttlesford District Council to curtail the parking charge for Crafton Green at 5.00 pm rather than 6.00 pm got over whelming support. It was agreed to highlight this change in

the Link and in the hope that people who return home from work before 6.00 pm to consider parking in the car park rather than on the street.

Essex Highways have adopted the first eight metres of the road leading into the Lower Street car park. It was agreed that the Clerk should approach UDC and suggest that they request the rest of the road should also be adopted.

Mrs Trundle reported on proposed changes to the 7/7A bus service. Concerns were expressed about the negative impact on Stansted residents. The changes will be publicised in the June Link and anyone unhappy with the changes will be encouraged to contact Mrs Trundle.

Noted that the residents of Sunnyside have not made any changes to their road signs.

B]WALSON WAY AND BENTLEY DRIVE

There is no news on Walson Way. There have been some objections from Bentley Road residents so it will need Cabinet Member approval.

Work has started and should be completed by 27 May.

62SECTION 106 PROJECTS – TO RECEIVE AN UPDATE ON ALL PROJECTS

  • Jordan Close foot bridge-Taylor Wimpey still need to carry out remedial work
  • Cambridge Road crossing-the design work has been done and the crossing should be installed this year

It was suggested that a letter should be sent to the Leader and Chief Executive of ECC seeking assurances that funding for projects would not be lost due to administrative delays and poor communication at County Hall. It is important to establish when the deadline for completion of projects is. If we don't get a satisfactory response we should consider asking Sir Alan Haselhurst MP to take up our grievances.
