Objective #1:

Stimulate discussion around preparedness issues. Continue to familiarize staff about disaster planning. Identify additional training that staff might need.

Objective #2:

Assess how well United Way of Larimer County’s staff is prepared to integrate and participate in community-wide emergencies both internally and externally. This integration would include internal cross-department integration within United Way; area hospitals; public health, public and private emergency medical services providers, law enforcement and emergency managers. As a result of this assessment, create collaboration and relationships between departments and with important providers to prepare for actual event.

Objective #3:

Assess the ability to respond to a public health emergency, including staff and family safety and security of the facility.

Objective #4:

Develop a risk assessment of communication messaging consistent with local authorities in a rapid and timely manner for internal and external dissemination.

Scenario Summary

Based on the Blizzard of 1949

The Event: On New Year’s Day 2009 the day is sunny and bright. Temperatures reaching 70 degrees and people are enjoying a day off; laughing at the newscasts for a blizzard warning tomorrow.

January 2nd, 2009 weather forecasts were correct. Snow begins to fall briskly with winds up to 80 miles per hour. Temperatures drop as low as 50 degrees below zero, stranding many holiday travelers.

For three days, Northern Colorado is in a blanket of snow. Isolated by huge snowdrifts, traffic is paralyzed. There are reports of stranded motorists on US Highway 87 between Wellington and Cheyenne. The Wellington Volunteer Fire Department brought 125 stranded people into Fort Collins to shelter and food.

News reports show 100,000 travelers stranded across the Great Plains and more than 100 are found dead from the severe cold. Grocery stores are running low on food.
