Question1:
The Base Facility Standard is not referenced in section 28 31 01. Is it a part of this project? If so, which edition?
2) UFC 4-021-01 dated 9 April 2008 with Change 1 dated January 2010 notes in section 4-3.2.2 that "ACU and FACP supplied from different manufacturers" may be allowed. Will this be allowed for this project?
3) Sheet E-401, sheet note #2 lists the pre-recorded messages. These are different from the pre-recorder messages currently in effect for Robins AFB. Which set of messages should be used for this project?
4) Sheet E-401 also shows the SLC & the NIC circuits in separate conduits. Can these circuits be combined in the same conduit as long as the 40% fill is adhered to?
5) Sheet E-403 appears to designed around a base-wide MONACO system. Will this sheet be redesigned to reflect the Robins AFB Federal Signal :Big Voice" system?

Below is Eugene Rusiecki (CEMP Electrical Engineer) responses to the Contractor's questions:
1) The Base Facility Standard is not referenced in section 28 31 01. Is it a
part of this project? If so, which edition?
GOVT. RESPONSE: YES, Base Facility Standard, 23 June 2014 edition. This is mentioned in the
SOW – 01005 on page 3 of 6, Section E (6th paragraph).
2) UFC 4-021-01 dated 9 April 2008 with Change 1 dated January 2010 notes in
section 4-3.2.2 that "ACU and FACP supplied from different manufacturers" may
be allowed. Will this be allowed for this project?
GOVT. RESPONSE: NO. Must be same brand and manufacturer and be network together
as one system.
3) Sheet E-401, sheet note #2 lists the pre-recorded messages. These are
different from the pre-recorder messages currently in effect for Robins AFB.

GOVT. RESPONSE: Shall use set of messages as specified in the Base Facility Standard.

Question 2:
Which waste management vendor(s) does Robins AFB use for dumpsters and trash removal? We would like to use a pre-cleared waste management vendor to supply a temporary job site dumpster for disposal of demolished components and construction debris.
Answer 2:
I spoke with Mr. James Phllips with CE Service Contracts just now. He
indicated the SeaCoast Disposal is the waste dumpster and trash removal
vendor used by the base. The local contact for SeaCoast is Nick @
478-206-4941.
Question 3:
In regard to the above referenced project, the Bid Package has 4 lines items
for price, with CLIN 0001 & 0002 being for renovation work and work for the
addition, respectively.
Our question is in regard to the site work. Is there a specific way that we
need to break those costs out and distributed among CLIN's 0001 & 0002, or
should we just make that determination on our own, or should all site work
and site utilities be placed in one particular CLIN?
Answer 3:
Per the Blank Bid Schedule I have on file (attached), all civil site work,
utilities and aluminum canopy construction is listed under CLIN 0002.
