Grant Details

·  The “Strengthening LGBT Rights through Media” project seeks to raise awareness of LGBT issues among the Philippine mainstream media and also provide training to the media to improve report on LGBT topics and people.

·  Successful grantees will. Proposed outcomes of the project include increased awareness and promotion of LGBT rights and increased quality and sensitivity of reporting by the mainstream media on LGBT issues through trainings and the drafting and distribution of a style manual.

·  Project proposals should focus on increasing awareness and promotion of LGBT rights and equality in the workplace. These activities can include, but are not limited to:

1)  Engagement with the regulatory agencies of the Philippine government and private sector companies on the human rights of LGBT persons.

2)  Conducting research by surveying LGBT groups on issues that have been misreported or underreported by the mainstream media.

3)  Developing a journalistic style book on the proper terms for LGBT people and in which situation these terms should be utilized, including information on relevant laws pertaining to LGBT rights.

4)  Developing training modules for various types of media practitioners and journalism students on how to report on LGBT issues, including partnering with large networks, journalist unions and organizations for members of the media, and university journalism programs to help raise awareness.

5)  Train additional trainers within media organizations or journalism schools to include in their relevant curriculum LGBT training.

6)  Recognition of journalists that have championed LGBT issues in their reporting;

·  Competitive applications should include:

1)  Innovative and/or need-based proposals that address new opportunities, react to immediate situations, and highlight specific needs;

2)  Partnerships with government agencies, educational institutions, trade unions, employee associations, or private sector organizations;

3)  Ideas or concepts that increase awareness and promotion of LGBT rights and increase the quality and sensitivity of reporting by the mainstream media on LGBT issues.

Project Proposal Guidelines

·  Grants may be made to non-governmental, not-for-profit organizations based in the Philippines. Grants cannot be made to individuals, but only to non-governmental organizations that demonstrate long-term sustainability beyond the proposed program activity. Third-country organizations and individuals are not eligible.

·  Priority will be given to proposals from new organizations and new projects. Grants will not be approved for multi-year projects, but past recipients will be considered for new one-year projects.

·  Grant proposals may include modest administrative expenses, including honoraria/partial salaries of grant implementers, but only when they are directly linked to the conduct of the specific grant program. General operating expenses, long-term infrastructure costs and undefined miscellaneous or “overhead” expenses are not acceptable.

·  Grant funds may not be used to fund travel to international conferences, nor may they be used primarily for food and drink expenses.

·  Grant funds may be used for seminars and workshops, but proposals must describe the expected audience, content, and timeframe, and justify the activity in terms of outcome and benefits to U.S. national interests.

·  Grant funds may be used for the publication of materials, but proposals must describe the audience, content and means of distribution.

·  The selected organization will be required to submit a brief, formal evaluation at the conclusion of the project, describing the outcomes produced.

·  The application/project proposal must be complete, clear, and concise.

·  The budget must be calculated in Philippine Peso and it must be transparent, accurate, and linked to program activities.
