Minutes of a Meeting of Banbury Town Council held on Tuesday, 15 May 2012 at 6.30pm in the Town Hall, Banbury.

Present: Councillor Milne Home (Town Mayor)

The Town Mayor, preceded by the Sergeant at Arms and Mace Bearer, escorted by the Town Clerk and accompanied by Members of the Town Council and the Town Mayor’s Chaplain processed into the Town Hall.

The Rev Jeff West led prayers. Councillor Mallon read Psalm 84 verses 9-12.

The Town Mayor reviewed his year of office and thanked all those who had supported him during the year, especially his wife and Mayoress, Gillian Milne Home; his Civic Cadets; his fellow Members; the Town Hall staff and the people of Banbury.

C.1/12 Election of the Town Mayor for 2012/13

It was proposed by Councillor Mallon, seconded by Councillor Harrison, and WAS RESOLVED that Councillor Ilott be elected Town Mayor of Banbury for the year 2012/13.

C.2/12 Election of a Deputy Town Mayor for 2012/13

It was proposed by Councillor Mepham, seconded by Councillor Donaldson, and WAS RESOLVED that Councillor Turner be elected Deputy Town Mayor of Banbury for the year 2012/13.

The Civic Party then retired and Councillor Ilott was invested with the Chain and Robe of Office. On the return of the Civic Party, Councillor Ilott took the Chair. He thanked Members for the honour of being elected Town Mayor for Banbury and undertook to uphold the traditions of the Office.

C.3/12 Declaration of Acceptance of Office

Councillor Ilott then made his Declaration of Acceptance of Office, which was duly accepted by the Council.

(The Town Mayor announced that his wife, Joan Ilott would be his Mayoress, and she was invested with the badge of Town Mayoress. The Town Mayor also appointed three new Civic Cadets:

Sea Cadet: Ordinary Cadet Jack Hunter

Army Cadet: Cadet Lance Corporal Paula Douglas-Gilbert

Air Training Corps Cadet: Cadet Corporal Harry Simmons

The Deputy Town Mayor then announced that his wife, Lesley Turner would be his Deputy Town Mayoress and she was invested with the badge of Deputy Town Mayoress.)

C.4/12 Vote of Thanks to the Retiring Town Mayor

It was proposed by Councillor Mallon, seconded by Councillor Colegrave and WAS RESOLVED that the Town Council express its thanks and sincere appreciation to Councillor Alastair Milne Home, and Mrs Gillian Milne Home for the conscientious and zealous manner in which they had discharged the arduous duties of Town Mayor and Mayoress during the year, and that, in commemoration of the year in office a Past Town Mayor’s badge, and Past Town Mayoress badge suitably inscribed be presented to them.

It was proposed by the Town Mayor, and WAS RESOLVED that the Minutes of the Meeting held on the 19 April 2011 be approved as a correct record and signed by the Town Mayor.

It was proposed by Councillor Mallon, seconded by Councillor Colegrave, and WAS RESOLVED that the Appointments of Representatives to Outside Bodies as at Appendix 2 be approved.

The Meeting ended at 7.30pm.

The Meeting was followed by a Reception for the newly elected Town Mayor.
