ENERGY EFFICIENCY PLANNER (Journey/Senior Level)

PURPOSE:
In this high-impact position, you will provide visioning, plan and develop energy efficiency, load management and customer service programs and initiatives, and perform a variety of analytical and technical work involving consumers' energy use and optimization of that use.

ESSENTIAL FUNCTIONS:
In this capacity, you will:
1) Design energy efficiency and load management programs and measures by conceptualizing ideas; analyzing energy use and market research data; modeling impacts of program designs or improvements; comparing program effectiveness and efficiency.
2) Conduct end-use analysis to support demand side management (DSM) policy formulation and SMUD energy-efficiency goals; analyze how consumers, appliances, equipment and buildings use energy to develop programs that will reduce energy use.
3) Understand, develop and track appropriate program metrics; ensure programs are on track to meet goals and improve program performance.
4) Evaluate the viability of competing strategies and technologies and select strategies/technologies that will optimize programs; incorporate current technologies and strategies into SMUD’s programs.
5) Review and work with market research team to target programs and services to appropriate customer segments
6) Integrate energy-efficiency and demand response programs and efforts with other program, customer and SMUD initiatives.
7) Prepare and present accurate, timely information and justified recommendations for energy efficiency and load management programs and policies; compile and evaluate quantitative data, including cost, kilowatt hour usage, energy efficiency standards and number of program participants; ensure that reported information meets technical and legal requirements of industry or regulatory bodies.
8) Represent SMUD’s position and program efforts to the industry and regulatory bodies with accuracy and effectiveness; develop, review and comment on federal and state legislation; present SMUD’s point of view, help develop energy efficiency standards; ensure SMUD’s influence in industry matters and gather information on industry responses to market and regulatory conditions to include in SMUD decision and policy making efforts.
At the Senior Energy Efficiency Planner Level, you will perform all of the above tasks; however, analysis and design work will be more complicated with correspondingly, greater impact to SMUD. You will also lead, coordinate and review the efforts of other planners.
MINIMUM QUALIFICATIONS:
You must have the knowledge and skill to:
Plan and develop energy efficiency, load management and customer service programs and initiatives; apply theoretical knowledge in developing DSM programs and evaluating data; prepare technical reports, prepare evaluations, proposals and recommendations, plan and organize work to meet changing priorities and deadlines; communicate effectively orally and in writing internally/externally; establish and maintain effective working relationships internally/externally.
At the Senior level, you must also have the knowledge and skill to perform advanced analysis, and lead and coordinate the work of other planners.
Experience:
You must have:
Three to five years of progressively responsible relevant work experience in residential, commercial/industrial and/or low-income energy efficiency or demand response; application of basic research, program design and economic evaluation theory and methodologies; forecasting, analyzing and interpreting results of program impacts, cost-effectiveness and end-use data; and documenting, summarizing, drawing conclusions and marking recommendations from the results of research and experimentation in written format.
At the Senior level, you must have at least five years of applicable experience as described above, with the proven experience to perform advanced analysis and lead and coordinate the work of others.
DESIRABLE QUALIFICATIONS:
Bachelor’s degree in Business Administration, Economics, Statistics, Finance, Engineering, Public Administration or a related field.
