Projects are arranged alphabetically. Projects highlighted in RED have notable changes this week. Construction is tentative and subject to change at any time.

1ST AVENUE ET AL, ERIE TO HELENA

  • Water Main installation work begins Monday, August 8.

Work on the intersection of Pacific Avenue and Ivory Street is as follows:

  • 1st Avenue from Erie Street to Helena Street
  • Perry Street from 1st Avenue to Sprague Avenue
  • Ivory Street from 2nd Avenue to Sprague Avenue
  • Helena Street from 1st Avenue to Sprague Avenue
  • Perry Street from 2nd Avenue to Hogan Street

This project will provide storm water conveyance to Pacific and Perry Infiltration Facility and replace old water distribution lines. The project also includes associated street construction.

This is an $800,000 project funded by Transportation Benefit District, Community Development Block Grant and Utility revenue.

37th AVENUE, REGAL STREET TO CUSTER STREET

  • 37th Avenue from Freya to Custer Street is closed. Drivers are asked to use the detour route to maintain safety within the construction zone. This section will be closed for the remainder of the project. 37th will be closed at Havana Street. Citizen access is along the detour route at Palouse Hwy. The detour route is Glenrose to Palouse Highway to Regal Street.

This year’s project will be from Custer Street to Freya. Next year’s project will be from Freya, including the intersection, to Regal Street.

This work is to reconstruct the road, include pavement replacement, curbs, sidewalk, bike lanes, stormwater piping, and a 36 inch water main.

The $4.8 million dollar project is funded with Drinking Water State Revolving Fund (DWSRF), Federal STP Funds, State TIB Funds, Ecology SRF Loan, Utility Rate Fees, and Bond Utility Match Funds

2016 RESIDENTIAL GRIND AND OVERLAY PROJECT

  • This project is finished. The work included minor subgrade repair, crack sealing, modify ADA ramps, and also add in striping. These projects require a full closure during the work. Local access will be maintained however.

Residential Streets impacted:

  • Garfield Street from 26th Avenue to Rockwood Boulevard.
  • Madison Street from Boone to Sinto, Sharp from Madison to Jefferson and Cedar Street from Boone to Sharp
  • Lee Street from Mission to Nora, Nora from Lee to Crestline, Crestline from Mission to Nora.
  • Cannon Street from Kieran to Garland.
  • Arthur Street from 37th to 39th Avenue

Drivers should expect delays with flaggers closing lanes

The $690,000 project is funded with City Transportation Benefit District Funds (TBD)

2016 STREET MAINTENANCE CURB RAMP PROJECT

  • Work continues on Lyons Avenue from Perry St. to Pittsburg Street.

This year’s project will include work in the following areas to install ADA compliant curb ramps at each corner intersection:

  • 7th Avenue from Browne to Division Street

Work has completed in the following areas:

  • Thurston Avenue from Lee to Regal Street
  • Maxwell Avenue from Belt to Ash Street
  • Indian Trail Road from Ridgecrest Drive to City Limits
  • Park Place from Euclid to Columbia Avenue
  • Wellington Place from Alice to Glass Avenue
  • Lyons Avenue from Perry to Pittsburg Street
  • Myrtle Street From Marietta to Frederick Avenue

This $200,000 project is funded with TBD Funds

BEN BURR TRAIL AND CONNECTION TO THE CENTENNIAL TRAIL

  • Paving has begun along this project. Work continues along the trail at 3rd Avenue and Arthur and 2nd Avenue and Perry. Excavation will be intense with heavy equipment in the area for rock excavation that will continue through the end of the construction season in late fall 2016.

This project will design and construct a shared use paved trail connection for bicyclists and pedestrian as well as security lighting installation. The project will be from the Centennial Trail at the Gonzaga Bridge southeast of Erie Street and continuing to Liberty Park where a connection will be made to the existing Ben Burr Trail. The trail will then continue on the existing Ben Burr Trail to the trailhead immediately south of Underhill Park.

The $1.2 Million dollar project is funded with Federal Surface Transportation Program (STP) and Federal Congestion Mitigation and Air Quality (CMAQ) Funds

BRIDGE AVENUE AND MONROE STREET CSO WORK

  • Summit Blvd/Bridge Avenue is closed to traffic.

Lincoln has one northbound lane open. Lincoln southbound is closed at Broadway with local access maintained to Anthony’s restaurant and parking lots.

This project will construct a Combined Sewer Overflow Tank (CSO) tank and the necessary piping for our Cleaner River Faster Program.

This $5.9 million dollar project is funded with local Utility Funds

BRIDGE INSPECTION WORK

EVENTS

  • 8 LAKES BIKE RIDE

8 lakes Leg Aches Bike Ride will occur in the West Plains area, Saturday, August 6, 7 a.m. to 4 p.m. The race will both leave from the Group Health building on Sunset and finish there as well. No street closures. Drivers need to be aware of large numbers of bike riders throughout the west plains area. The Group Health building is located at 5600 W. Sunset.

  • HEAT TO START 5K, Saturday, August 6, 8 a.m. to 11:30 a.m.

The race will be along the centennial trail through downtown and the U-District. Runners do use a short section of Spokane falls Blvd from Cincinnati west bound for a block until they re-enter the trail. Signs will be up asking motorist to watch for runners on the roadway.

  • HILLYARD HI-JINX PARADE

Saturday, August 6th, the Hillyard Hi-Jinx Parade will close Market Street between Wellesley and Francis from 8 a.m. to 2 p.m. Detours will be in place.

HATCH ROAD GRIND AND OVERLAY WORK

Work completes Friday, August 5.

HAZELS CREEK STORMWATER TREATMENT PROJECT

Work continues on Freya south of 37th Avenue. Construction of a stormwater treatment system with disposal ponds and stormwater piping is beginning. This system will be an extension of the existing Hazel’s Creek Facility on 42nd Avenue.

The $1.6 Million dollar project is being funded with Ecology Water Quality Fund Loan (WQSRF) and Utility Rate Funds

INDIANA AVENUE FROM DAKOTA TO PERRY STREET

  • Beginning Monday, August 8th, Perry St. will be reduced to one travel lane in each direction to perform work within and near the Perry/Indiana intersection and along Crescent Ave. near Perry. The work and related lane reductions at the Perry/Indiana intersection will continue through August.

Work along Indiana Ave. is as follows:

  • Beginning at Perry St. and proceeding from East to West.
  • Indiana Ave. from Ruby St. to Perry St. will be closed to through traffic with East-West traffic detoured to Mission Ave.
  • Montgomery Ave. and Illinois Ave.
  • North-South arterials within the construction zone at Hamilton Ave. and Perry St. will remain open.

This project will include curb ramps, storm swales, new curb, waterline replacement, signal installation work and some parking removal

The $2 million dollar project is being funded with Arterial Street Levy Funds.

MAIN AVENUE AND DIVISION STREET INTERSECTION IMPROVEMENTS

  • Work has moved to the northeast corner of the intersection of Division and Main. Pedestrian access will be maintained. Work continues on sidewalk removal and excavation for underground storm water improvements. Pedestrian detours will be in place. Business access will be maintained.

Throughout the project there will be lane restrictions on both Main and Division. Traffic control will be in place.

Work on this project involves curb bumpouts at all four corners of Division Street and Main Avenue, the removal and replacement of existing curbs, gutters, and sidewalks, ADA upgrades, installation of planter boxes and planting.

The $442,359 dollar project is being funded with 2015 Pedestrian Bicycle Funds

MARTIN LUTHER KING JR. WAY PHASE 2A SHERMAN TO ERIE STREET

  • Rock excavation is in progress. The work involves a hoe-ram so noise in the area is to be expected.

Phase 2A is an extension of Martin Luther King Jr. Way from Sherman to Erie Street. This is a continuation of the Riverside Extension Phase 1 project.

The purpose of this project is to provide vehicular and truck traffic an efficient transportation route that eliminates several safety issues and increases capacity into and out of the downtown area while passing along the south edge of the University District. These improvements include a new asphalt pavement street, utility infrastructure, storm drainage improvements, street lighting, street trees, and re-vegetation with native species. In lieu of sidewalks, the project proposes to construct a section of the Ben Burr trail to provide pedestrian circulation. The trail will be separated from the roadway traffic and aligned parallel to the Spokane River, allowing pedestrians through access with greater aesthetic experience. The right-of-way area for the sidewalk will be used to provide bike lanes and planting/storm water treatment areas.

MLK Phase 2B is scheduled for the 2017 construction season.

This is a $3.9 Million dollar project.

MONROE/LINCOLN STREET COUPLET, 8TH AVENUE TO 2ND AVENUE

  • Work on Monroe Street from 4th Ave south to 8th Ave continues.
  • Monroe Street is open with one lane southbound.
  • Northbound traffic will continue to be detoured until the project is complete.
  • Lincoln Street is closed for 6 weeks.
  • 5th Avenue is open to east and west traffic. There will be intermittent closures at the intersection of Lincoln and 5th Avenue as the City works on storm and water lines. Access to the Deaconess Hospital emergency room will be maintained.
  • During the Lincoln closure work will involve a one week closure in the intersection of 5th Avenue for pipe installation
  • Access to the Deaconess Hospital emergency room during this one week closure will be from Wall Street
  • Access to Deaconess Medical Center (DHEC) will be from Monroe
  • Local Access will be maintained for residents and businesses as much as possible during this closure. Detours will be in place for thru traffic. Signs will be up to notify drivers.
  • Detours: The detour for through traffic will be along 14th Avenue and Bernard/Washington/Stevens and 2nd and 3rd Avenue.
  • The on ramp for eastbound traffic at Monroe is open
  • Crews expect to work from 7 a.m. to 10 p.m. six to seven days a week as needed. Expect more noise in the area during these hours.
  • Traffic exiting Maple Street eastbound will be detoured off of 4th at Jefferson Street

This project reconstructs the roadway from 8th to 2nd Avenue and installs storm water and water facilities. The portion of this project that reconstructed the street from 2nd to 4th Avenues is substantially complete.

The $4.52 million project is being funded by the 10-Year Street Bond, Capital Programs, Storm Water Improvements, and Water Department

MONROE AND LINCOLN STREET, MAIN AVENUE TO 2ND AVENUE

Lincoln Street will be closed Saturday, April 6 from 6 a.m. to 6 p.m.

Storm and sewer work continues with 4 way stops at the intersections of 1st, Sprague, and Riverside Avenues. Drivers are asked to proceed with caution and watch for pedestrians crossing the street.

This project requires a lot of infrastructure work that is time consuming.Business access is easy andBusinesses are open within the construction zone. It is easy to find parking and there is plenty available in the surrounding areas. We encourage citizens to make an effort to continue to frequent the downtown businesses within the construction zone. They appreciate your support.

Traffic control is in place to minimize the effects of backups during peak traffic hours. Drivers are asked to be patient and to exercise caution when in the construction zone.

Both Monroe and Lincoln have lane restrictions with four way stop signs located at the intersections of 1st, Sprague, and Riverside Avenues.

This is a full depth roadway replacement and full depth replacement between curbs on Lincoln Street and Monroe Street; Main Avenue from Monroe Street to Lincoln Street; and Monroe Street from Spokane Falls Boulevard to Main Avenue. Some minor curbing and ADA curb ramps will be installed where necessary.

The $3.12 Million dollar project is being funded with State TIB Funds, Federal STP Funds, and Local REET Funds.

  • A C I Coating LLC will be working at 707 W Main Ave from 8/1-9/1 closing part of the sidewalk on evenings, Monday through Thursday.
  • Talisman Construction Services at 628 N Monroe from 8/-8/19 closing the sidewalk on the East side of Monroe.
  • Vietzke Excavating will be working at 3405 S Manito Blvd from 8/8-8/10 closing the alley at the address.
  • Robert Long will be working at 3128 S Lamonte St from 8/3-8/5 closing the alley behind 3128 S Lamonte.
  • Centurylink will be working at 1100 N Adams from 8/1-8/5 working on the NW and SE corners of Adams and Boone and NW corner of Adams and Gardner.
  • M J M Grand will be working at 6411 N Alberta on 8/9 closing 100% of Alberta from Francis to 110 ft. North.

  • NPL Construction will be working at and around 8111 N Dakota from 7/27-9/02 at multiple locations between Dakota/Wilding and Cascade/Lincoln, closing the roads for through traffic.
  • NPL Construction will be working at 606 E St Thomas Moore Way from 7/11 to 8/19 closing the road to through traffic in multiple locations between Wilding/Dakota and St Thomas Moore/Sierra.
  • Whitewater Creek will be working at 5000 S Palouse Hwy from 06/02/2016 to 09/02/2016 in the sidewalk and swale area inside their construction fence.
  • Baker Construction and Development Inc will be working at 707 W Main from 6/20-11/19 closing a 30 x 5' enclosure only-sidewalk to remain open to pedestrians, no parking meters closed.

PETTET DRIVE/TJ MEENACH COMBINED SEWER OVERFLOW (CSO 12) PROJECT

  • Pettet Drive is closed to traffic.

The traffic control plan for Phase II work is as follows:

  • Pettit Drive will have a full closure for the duration of the project which is set to complete in November.
  • The clover leaf that services TJ Meenach, Down River and Pettit Drive(three out of the four legs) will be in service
  • The leg that comes off of Pettit, north bound will re-direct citizens to Northwest Blvd.
  • Vehicles that are traveling southbound on Down River Drive will have two options.
  • enter onto TJ Meenach or
  • continue under the bridge and turn uphill to Northwest Blvd

This project will build a 690,000 gallon storage facility and connections to existing CSO Basin 10 outfall. Work also includes repaving of Pettet Drive and pedestrian/bike trail construction.

The 7.4 million project is funded with Utility rates and a Federal Water Quality State Fund

POTHOLE CREWS

  • Moisture and varying temperatures this month are the perfect mix for potholes. Street Maintenance Crews are proactive in looking for potholes and getting them repaired. If you see a pothole, report it to the City's Pothole Hotline at 509.625.7733. Potholes can also be reported online throughyour MySpokane account.

Crews focus on the largest potholes on the busiest streets throughout the City first. Include as much information as possible on the location and size of the pothole.

ROWAN AVENUE IMPROVEMENTS FROM DRISCOLL BOULEVARD TO MONROE STREET

  • Paving on Rowan Avenue is completing. Rowan Avenue from Alberta Street to Monroe Street will open to traffic.

This project is for reconstruction work from Driscoll Blvd. to Monroe Street. The project also includes installation of bike lanes, filling sidewalk gaps and replacing water lines.

The $2.7 million project is a City funded project.

STA PLAZA

  • Phase 2 Construction began this week. Construction walls will limit some waiting space in the building.
  • No STA routes or loading zones are expected to be impacted.
  • All STA Plaza services and businesses remain OPEN during construction.
  • Access the 2nd floor Skywalk system and private businesses via elevator and stairs.
  • Sprague Avenue entrance is closed. Riverside Avenue and Wall Street entrances remain open.
  • Additional temporary waiting space available in the 2nd floor rotunda area.
