SOLID WASTE CREW LEADER: Currently there is one vacancy. The eligible list established as a result of this exam may also be used to fill future vacancies that may occur within the Greene County Highway and Solid Waste Department.

SALARY RANGE (Hourly Rate): $21.72 - $23.73 per hour

RESIDENCY REQUIREMENTS: Candidates must be legal residents of Greene County for at least six (6) months immediately preceding the date of the examination.

MINIMUM QUALIFICATIONS: By the last filing date must meet the following requirements.

Graduation from high school or possession of a high school equivalency diploma and at least seven (7) years of overall work experience, with at least five (5) years involving the daily operations of a solid waste transfer station, and at least two (2) years involving the supervision of the daily work activities of a moderate sized work force and coordination of the transportation and delivery of large amounts of materials.

SPECIAL REQUIREMENT: Must have possession of valid driver’s license either appropriate to the vehicle(s) operated or a CDL Class B with endorsements for tank and air brakes at the time of appointment and maintain that license throughout employment.

TYPICAL WORK ACTIVITIES:

Makes daily work and equipment assignments to solid waste personnel at various locations, and oversees their work activities;

Coordinates with contractor for empty trailer drop off and loaded trailer pick up; Reviews daily paper work from transfer stations for accuracy; Makes reassignments, with the consent of immediate supervisor, to maintain efficient operations; Instructs and directs

employees in safety, care of equipment and proper work methods; Takes necessary measures to ensure proper service and maintenance of all vehicles and equipment; Make regular inspections of all facilities to ensure cleanliness and efficiency of operations and report

findings to immediate supervisor; Investigates complaints regarding the work of solid waste employees and report findings to immediate

supervisor; Reports violations of the Health Code or other regulatory concerns to immediate supervisor; Coordinates with broker and

markets for pick up and transportation of processed recyclables; Maintains employee time records; Records and maintains records of all work related events and makes reports to immediate supervisor; Supervises employees and assists the department head as needed in

disciplinary matters; Operates booth, scales, register, compactor, loader, forklift, baler skidsteer, and various trucks and equipment as required; Performs a variety of related duties as necessary.

SUBJECTS OF EXAMINATION: A written test designed to evaluate knowledge, skills and /or abilities in the following areas:

1. OFFICE RECORD KEEPING: These questions test your ability to perform common office record keeping tasks. The test consists of two or more "sets" of questions, each set concerning a different problem. Typical record keeping problems might involve the organization or collation of data from several sources; scheduling; maintaining a record system using running balances; or completion of a table summarizing data using totals, subtotals, averages and percents. You should bring with you a hand-held battery- or solar-powered calculator for use on this test. You will not be permitted to use the calculator function of your cell phone.

2. OPERATION AND MAINTENANCE OF REFUSE EQUIPMENT AND TRUCKS: These questions test for knowledge of the principles and practices involved in the proper operation and maintenance of refuse collection and refuse handling equipment, including the characteristics, advantages, and disadvantages of different types of refuse collection equipment and vehicles, proper and safe operation and maintenance of refuse collection equipment, and troubleshooting operating problems involving refuse collection equipment and vehicles.

3. PRACTICES, PROCEDURES, AND EQUIPMENT USED IN RUBBISH AND GARBAGE COLLECTION: These questions test for knowledge of the proper practices, procedures, and typical equipment used in refuse and garbage collection, including collection route management and safety practices.

4. SUPERVISION: These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.

The New York State Department of Civil Service has not prepared a test guide for this examination. However, candidates may find information in the publication "How to take a written test" helpful in preparing for this test.
