Damage Assessment: Impact of CSBG Cuts

The President’s Budget Request for FY 2012 includes changes in funding for Community Action which will reduce the Community Services Block Grant (CSBG) by 50% and allow the remaining funding to move to other communities or organizations.

We have been asked by our Board of Directors who direct this Agency and by community leaders vitally interested in the well-being of residents to analyze the effect on our services to residents.

If the proposed cuts are implemented, following are the consequences:

·  Without CSBG Supported Case Management 325 households (1,170) individuals will not receive Rent/Mortgage Assistance, Utility Assistance, Emergency Shelter, Transitional Housing, Emergency Food, Utility Discount Programs and other supportive services and two CAHRA case managers will become unemployed.

·  Without CSBG Supported Home Repair 88 low-income homeowners will not receive emergency home repair, weatherization and access to adaptive aid services that make it possible for the frail and elderly to remain safe and secure in their homes and two technicians will become unemployed.

·  Without CSBG Supported Housing Services 222 seniors and frail elderly will not receive Home Alone Safe Alone Guardian Angel pendants to summon emergency help in the event of a fall or other catastrophic event.

·  Without CSBG Supported Housing Services 7 contractors will be forced to close down their business and 10 individuals will become unemployed. Fifty contractors and four supply houses, including big box stores, would be severely impacted.

·  Without CSBG Supported Homeownership Access Programs 56 potential homeowners will not receive supportive services and access to programs for home purchase.

·  Without CSBG Supported Partnerships 50 human services agencies, faith based organization, state agencies, municipal staff and elected officials in Pinal County will lose the opportunity to participate in the Annual Resource Roundup, a day-long information sharing/network opportunity attended by 300 representatives. The event offers the latest information on current and proposed programs and services as well as information about innovate/experimental programs focused on substance abuse and other behavioral issues.
