It was moved by Commissioner Murray, and seconded by Commissioner Sharp that the minutes of the March 20, 2012 Commission meeting be approved as amended. Motion carried.

REPORT OF THE STATE FIRE MARSHAL

Agency’s Activity for the month of April is as follows: investigations 52; arrests 5-: inspections (health care 7-/deputy 215/day care 32/ - tech services –281 “QAP-256”); complaints-17; juvenile interviews 8; plan reviews 338-; plan review turnaround time (Statewide Average) 10/; PRUF revenue collected $137,859 year to date $510,455.

INFORMATIONAL ITEMS

Personnel Items

Assistant State Fire Marshal Chionchio reported that Fire Marshal Ingle is out of state attending a conference.

There is vacant Deputy Fire Marshal I position. The office is in the background phase of the hiring process with nine candidates remaining.

Michael Spadea, Deputy Fire Marshal III returned to work on April 9, 2012 from a work related injury.

Fire Protection Specialist John Reedy has been transferred to the Kent County, Head Quarters Office.

Fire Protection Specialist II, Stephen Callaway has been transferred to the New Castle County Division.

There is currently an open Fire Protection Specialist position in the Sussex County Division.

Deputy Fire Marshal III, William Goins has returned to work as of April 9, 2012.

Deputy Fire Marshal III, Tripp Wagner is on extended leave until April 23, 2012.

Asst. Fire Marshal Chionchio request permission to advertise and hire for a vacant Administrative Specialist I position. This position was vacated by Lisa Osman. It was moved by Commission Ricker, seconded by Vice Chairman Robinson to authorize the Office of State Fire Marshal to advertise, interview, and hire for the vacant Administrative Specialist I position. Motion carried.

Dover Phone System Update

Asst. Fire Marshal Chionchio reported that the new phone system in the Kent County Division is in progress with electricians and IT preparations are done. They are currently waiting on hardware.

New Castle Office – Access Control System Update

Asst. Fire Marshal Chionchio reported that a Honeywell Pro Watch system has been installed and completed.

Board of Electrical Examiners – Fire Alarm Contractors Informational Update

Asst. Fire Marshal Chionchio reported that House Bill 180 is due to go into effect on June 30, 2012. There has been some opposition. House Bill 301 has been introduced to appeal House Bill 180. The pulling of fire alarm low voltage wiring is being debated by various groups.

Smoke Detector Save (Beechwood Dr. – Dover)

One person at the Dover residence of Beechwood Avenue was able to exit safely on March 27, 2012 at 2151 hours as a result of a working smoke alarm.

One person at the residence of Coachman’s Manor Apts was able to exit safely as the result of a working smoke alarm on April 12, 2012 at 1215 hours.

·  Position re-classification approved for the Trainer III position (Risk Watch)

·  Excellent work by Office Staff with respect for EMT Recertification

REPORT OF THE BLS MEDICAL DIRECTOR

Director Hainsworth submitted the following report in her absence by email.

OEMS is working with DTI to develop "high level business requirements". As this is being accomplished OMB is determining if this needs to go to RFP. Once a decision has been made, vendors (approx 5) will be brought in to demo their products, and at that time the representatives previously identified will be brought in to review products.

A list of representatives was identified at DEMSOC.

OEMS, DSFPC, ALS representative from each county and DSP, BLS representative from each county, interfacility representative, and an Ambulance Association representative.

Once the high level requirements are developed they will be sent out via email for comment....this will have a short turnaround time.

The goal from DTI is to have vendors demo their products by a June/July time frame for a decision on a new product by August if an RFP can be avoided.

REPORT OF THE BLS MEDICAL DIRECTOR cont.

Dr. Matthews reported that there have been fifty uses of the CPAP since the program began. Although there are only a few cases of BLS using CPAP it in the state, it felt to be a successful program. It has produced good data and has been a benefit to the patients needing it.

The Prehospital Sepsis Alerts Program is going well. EMS is doing a good job of recognizing patients and notifying the hospital. Early detection and treatment is imperative because in fact most of these patients end up in the intensive care unit.

Dr. Matthews reported on a educational review that he worked on a potential patient refusal concern.

Deputy Attorney General Battista was absent from the meeting due to a family emergency. No report was submitted.

Vice Chairman Robinson reported that he attended the Monthly Fire Prevention Commission Meeting, DEMSOC Meeting, Photos for Odessa Fire Company, Citizen Hose Fire Company Meeting, Citizen Hose Fire Company Ladies Sub Sale, Citizen Hose Fire Company Board Meeting, and Kent County Vol. Firefighters Chief’s Association Meeting.
