Dear Sirs,

We are pleased to invite your sealed tenders for the item mentioned above. In case of more than one schedule separate tender for each schedule should be furnished. The terms & conditions of the tender / supplies are given below:-

A) SUBMISSION OF TENDER

1. You are required to send your tenders addressed to Deputy General Manager, Purchases Commercial, PIA Procurement Logistics Building JIAP Karachi latest by 12-02-2018 before 1030 Hrs. The tenders may be dropped in the tender box marked as “Tender Box Commercial Purchases” placed at the entrance of the PIA Procurement Logistics Building latest by 10:30 hours on the specified date. You may also send your tenders through registered A/D mail addressed to Dy. General Manager Purchase Commercial, which must reach before the closing date and time mentioned above. Tenders will be opened at 11:00 hours the same day in the presence of tenderers.

2. Tenders received after stipulated date time shall not be considered. The Corporation will not be responsible for postal delays. The decision of General Manager Purchases Technical & Logistics in this respect shall be final and binding.

3. Bidders are required to submit a Pay Order of Rs. 3000/- as tender fees along with Technical Proposal.

B) EARNEST MONEY

The Tender should be accompanied a Pay Order payable (valid for 90 days from the date of tender opening) equivalent to 2% of total value in the name of M/S PAKISTAN INTERNATIONAL AIRLINES as interest free Earnest Money (Refundable). Earnest Money in any other shape shall not be accepted. Earnest / Security Money deposited against a running contract (s) purchase orders(s) shall not be transferable as earnest money for any other tender. All tenders without Earnest Money shall not be considered.

C) SECURITY DEPOSIT

The successful tenderer upon award of Contract / Purchase Order will be required to furnish security deposit in the amount equivalent to 5% of total tender value stated in the Letter of Acceptance as interest free Security deposit and to remain valid 3-months after the expiry period of the Contract. The Earnest Money already held can be converted into Security Deposit and balance amount if any shall be deposited as above.

The contractor shall provide Performance Security to the Employer in the prescribed form. The said Security shall be furnished or caused to be furnished by the Contractor within 28 days after the receipt of the Letter of Acceptance. Such Security shall be in the form of pay order from any Scheduled Bank in Pakistan.

D) PREPARATION OF TENDER “Single Stage Two Envelope Basis”

§  The BID (Tender) submitted shall comprise of a single package containing two envelopes, each envelope shall be marked and will contain “FINANCIAL” and “TECHNICAL” proposal.

§  On the given tender opening date only “Technical Proposal” will be opened in the presence of tenderers available.

§  The “Financial Proposal” shall be shown to the parties but will be retained with PIA without being opened.

§  After Technical Evaluation of the received Technical Proposals, Financial Proposals will be opened publicly at the date, time & venue to be announced and will be communicated to the bidders in advance.

§  PIA will open the “Financial Proposals” publicly of the parties whose Technical Proposals have been found acceptable.

§  Financial Proposals of the technically non-responsive bids shall be returned un-opened to the respective bidders.

E) PREPARATION OF TENDER - TECHNICAL PROPOSAL:

All mandatory requirements are given in the schedule

Please give all the available technical details of the items offered by you, supported with the technical literature, brochure, drawings and pictures, client list details, authorization certificates etc.

BIDS / Tenders / Technical Proposal received shall be evaluated in accordance with the given technical specifications .

PIA’s requirements with Technical Specifications are given.

Bidders MUST:

§  Be registered with Sales Tax Authorities. (Please attach copy of Registration Certificate).

§  Quote Rates, GST, and other taxes separately.

§  Bid on Prescribed Proforma issued by PIA.

§  Affix the company seal on all tender documents.

F) PREPARATION OF TENDER – FINANCIAL PROPOSAL

The tenders should be enclosed in double cover. The inner cover should be sealed having enclosed the following documents:

a-  Schedule “A” duly filled in, signed and sealed.

b-  Original Pay Order for Earnest Money.

Ø  Undertaking on Rs. 100/= above non-judicial Stamp Paper duly signed and stamped by a Public Notary Oath Commissioner.

Ø  The outer cover should bear address of the Dy. General Manager (Commercial), PIA P&L Building, Karachi Airport and reference number of the tender with opening date of tender.

Ø  All information about the material proposed to be supplied must be given as required in the schedule to tender.

G) PRICES

The Prices mentioned in the tender will be treated as firm till the completion of Purchase Order / Contract.

The Prices must be stated both in words and figures in Pakistan Currency/ US Dollars. Additional information, if any must be linked with entries on the Schedule to Tender.

Offers must be valid for 90 days.

H) Duration of Contract

Contract will be awarded for the period of one year, extendable for further two terms with mutual consent on same terms & conditions.

TENDER NOTICE

In-flight Entertainment (IFE) Western Programs and Services Contract

Pakistan International airlines invites” sealed bids” from interested Companies/ Content Services Providers (CSPs) for supply of In-flight Entertainment programs and technical services for its B-777 and A320 aircraft. Detail of hardware of IFE System Specification is given below. Existing IFE System on board 09 x B-777 MAS 3000, MAS 3000i is in up-gradation process onward end of year 2018. One new B-777 equipped with Panasonic EX2 IFE System has recently been inducted in PIA fleet.

A.  IFE Cycle: Media will be updated on quarterly basis.

B.  Contract Duration will be for three years.

2.  Flight Attributes for B-777: Content will be maintained and updated quarterly for which Flights attributes are described as following:

·  AVOD IFE System 09 X B-777 MAS3000i and no of flights per month is 250 ±10%

Please note: (At present 90 % IFE is operational in B/C and 55% IFE is operational in E/C on these 09 aircraft, IFE System up gradation is in process and will implement onward Sep 2018)

·  AVOD IFE System 01 X B-777 eX2 system and no of flights per month is 50 ± 10 %

(100% IFE is operational on eX2 system)

D.  Mandatory requirement:

I.  All platforms will utilize same Hollywood movies, TV Content, Audio and video programs, video games despite decrease and increase in number of IFE programs.

II.  CSP must ensure to provide services for activation of A-320 / ATR built in system to display PIA audio video mandatory announcement and BGM on board with provision of flash card / iPRAM or CID etc as per requirement.

III.  CSP must provide cost for content and services for each platform

IV.  Pakistani/ local Instrumental tracks will be used as Boarding Music (BGM) on System.

V.  BGM Duplication, Travel Prayer and Safety audio video announcement for display on A320 on System PRAM P/N 980-0800-141, IPRAM P/N Z163H000010, PRAM P/N 980-9903-029.

VI.  CSP must provide content and services cost for Optional content as this would be a part of the contract and can consider as and when required by PIA.

VII. Quality control and proper labeling of program.

VIII.  CSP must support PIA for advertisement placement as and when required.

IX.  CSP will provide Cassettes / DVD of nominated content for viewing by PIA Management if required and will also share link to download requested program if deem necessary for viewing by PIA Management,

X.  CSP will provide movie catalog of current release of movies and Classic movies of famous production houses like Warner Brothers, Paramount Pictures, Sony, Fox, 20th Century, Disney and MGM etc,

XI.  Vendor will provide synopsis in English/Urdu and 2 Images of each selected audio/video program for In-Flight Magazine and PIA website.

XII. Content Selection Criteria

·  No improper language / scenic

·  No political, religious, racial sensitive contents etc,

·  No morally questionable or disgusting scenes about government or any individual

·  No Air crash scenes

E.  Technical and Financial Evaluation Criteria

The following is an overview of awarding criteria to be used to determine the successful tender applicant. The scoring of each tender application will be determined by an Evaluation Committee which shall be established at the start of the selection process. Scores will be based on the information provided in the submitted Tender.
