72 – Trespass Prevention

The following standard paint colors and applications will be used for timber sale boundary and tree designation on the Chippewa National Forest beginning in FY 2004:

Red / -Use only for marking true property boundaries between confirmed G.L.O. corners or re-surveyed corners, and when lines are surveyed to National standards
Orange - / -Use for marking Payment Unit Boundaries and Sale Area Subdivisions such as reserve areas
-Use single large spot or slash mark at 6-8 foot height and stump mark for payment unit boundaries 1 and 2/
-Use spot and “X” at 6-8 foot height and stump for reserve area boundaries 1 and 2/
-Use wide band of paint around tree at DBH and stump mark to designate Reserve Trees 2 and 3/
-Use spot or slash mark of paint on opposite sides of tree and stump mark to designate Leave Trees (LTM) in basal area thinning
2 and 3/
Yellow / -Use spots on opposite sides of tree at DBH and stump mark to designate trees to be cut (CTM) 2/

1/ Mark trees that are expected to last for the duration of the timber sale when available, along payment unit and reserve area boundaries. Payment units and reserve areas will be completely circled by painted boundary trees. Boundary trees will be intervisible during the leaf-on period. The only exception permitted would be where the unit is intended to follow a dominant feature on the land and is shown on the Sale Area Map, such as a system road.

2/ Stump marks – all stump marks will be made so the mark is below stump height and goes onto the ground. On sloped ground, the stump will be marked on the downhill side. The stump mark will be a minimum size of 12 square inches, either a 4” diameter circle or a 1” by 12” horizontal stripe. Any exceptions to this will be documented in the timber sale report. Exceptions will not be made for expedience. REMEMBER: The stump mark is more important than the mark at DBH. After the tree has been cut and removed, the stump mark is the only thing left that indicates its original designation.

3/ It is permissible to use yellow paint to keep track of cruise strips in non-CTM units. However, to minimize confusion for the timber sale purchaser, the use of another color of paint (except orange or red) is encouraged for marking cruise strips.

The Timber Sale Administrator will monitor paint retention. When paint shows signs of fading or aging, or has been obliterated for any reason, the trees or boundary should be repainted as soon as practical. If this occurs at or after an extension of the timber sale, the purchaser should bear the cost of repainting per timber sale contract.

72.12 – Tracer Paint Security

District Rangers will assign paint security duties to the appropriate district person via official Delegations of Authority or Responsibility letters (file code 1230). Paint Officers will perform all required Paint Custodian and Paint Property Manager duties.

Paint Custodians and Paint Property Managers are responsible for tracer paint security, inventory, audit and reconciliation per WO direction.

Within 30 days of the end of each quarter, Paint Property Manager will summarize the results of the audit of the Tracer Tree Marking Issue and Inventory Records, including what measures were taken to reconcile discrepancies. The Tracer Paint Inventory Reporting Form (Exhibit 1) will be used to summarize the audit. Completed forms are to be sent to the Forest Timber Sale Contracting Officer.
