Subject: SCG O&M

Please provide the following:

1.  Has SCG requested or been approved funding from 2009-2017 for O&M expenses or capital expenditures in an application or decision other than a General Rate Case for CISCO “internal customer information and billing system (SMJ-13).” If the answer is yes, please provide yearly 2009-2017 approved/requested funding, copies of the testimony describing the request, and copies of the Decision approving funding.

2.  Regarding the statement used throughout SCG-18-WP “2014 adjustment to current contractual obligations. 2015 & 2016 escalation based upon a combination of historical averages, warranty expirations, and business-driven growth. IT contract costs, including maintenance agreements, network services, client support services, and other contracts are anticipated to escalate by approximately 8% per year in 2015 and 2016, based on expanding services, warranty expiration, and vendor cost escalations.” Based on the above statement please provide the following (for each O&M expense historical and forecast please provide responses in nominal and base year 2013 $):

a.  Yearly 2009-2013 recorded and 2014-2016 forecast O&M expenses for telecommunications contracts.

b.  Yearly 2009-2013 recorded and 2014-2016 forecast O&M expenses for service contracts.

c.  Recorded 2009-2013 and forecast 2014-2017 O&M expenses not included in responses to data requests ORA-SCG-029-PM1, Q.2, ORA-SDG&E-048-PM1, Q.2, or items a and b above included in the “IT contract costs” forecast.

d.  Please provide all calculations SDG&E used in determining the forecast “8% per year in 2015 and 2016, based on expanding services, warranty expiration, and vendor cost escalations.”

e.  Forecast O&M expenses for “IT contract costs” by cost center yearly 2014-2016 delineated by labor and non-labor.

f.  Recorded O&M expenses for “IT contract costs” by cost center yearly 2009-2013 delineated by labor and non-labor.

g.  Supporting documentation for each instance SCG used “2014 adjustment to current contractual obligations” in development of the O&M expense forecasts.

3.  Please provide yearly historical O&M expenses and capital expenditures 2009-2013 and forecast 2014-2017 for CISCO “internal customer information and billing system (SMJ-13).”

4.  Has SCG used funding in years 2009-2013 from a decision other than a GRC to fund O&M expenses or capital expenditures included in SCG-18? If the answer is yes, please provide the following for each instance:

a.  Identify the source of funding.

b.  Provide the recorded 2009-2013 spending O&M expense and/or capital expenditures.

c.  Explain why SCG has included a funding request in the TY 2016 GRC.

5.  Please identify if SCG has forecast any non-recurring or one time O&M expenses for TY 2016. If so, provide a description of the activity, O&M expense forecast for 2016, and the cost center where expenses are forecast.

6.  Please provide a spreadsheet with all incremental FTE’s not included in SCG’s response to data request ORA-SCG-048-PM1, Q. 4 with the following information:

a.  Associated labor and non-labor forecast yearly 2013 recorded to TY 2016 forecast by cost center.

b.  If SCG utilized any resources other than professional judgment to determine the additional FTE’s, please provide all resources SCG used in determining the forecast.

Note: Please provide separate word documents for SCG’s response to each question. If the any of the information requested above is unavailable, please contact ORA to determine an alternative.

You are instructed to answer the following Data Requests in the above-captioned proceeding, with written, verified responses per Public Utilities Code §§ 309.5 and 314, and Rules 1.1 and 10.1 of the California Public Utilities Commission’s Rules of Practice and Procedure. Restate the text of each request prior to providing the response. If you have any questions regarding this data request, please contact the Originator at the email address or phone number above.

Each Data Request is continuing in nature. Provide your response as it becomes available, but no later than the due date noted above. If you are unable to provide a response by this date, notify the Originator and ORA Project Coordinator(s) as soon as possible, with a written explanation as to why the response date cannot be met and a best estimate of when the information can be provided. If you acquire additional information after providing an answer to any request, you must supplement your response following the receipt of such additional information.

Identify the person providing the answer to each data request and his/her contact information. All data responses need to have each page numbered, referenced, and indexed so worksheets can be followed. If any numbers are calculated, include a copy of all supporting electronic files, with data and formulas intact and functioning, so that the formula and their sources can be reviewed. Responses should be provided both in the original electronic format, if available, and in hard copy. (If available in Word or Excel format, send the Word document or Excel file and do not send the information only as a PDF file.) All electronic documents submitted in response to this data request should be in readable, downloadable, printable, and searchable formats, unless use of such formats is infeasible.

Documents produced in response to the data requests should be numbered, and indexed if voluminous. Responses to data requests that refer to or incorporate documents should identify the particular documents referenced by page numbers.

If a request, definition, or an instruction, is unclear, notify ORA as soon as possible. In any event, answer the request to the fullest extent possible, specifying the reason for your inability to answer the remaining portion of the Data Request.

Provide two copies of the above information as it becomes available but no later than the due date identified above. Provide electronic responses if possible, and set of hard copy responses with your submittal to the data request Originator and the ORA Project Coordinator(s).
