Procurement Notice
This Specific Procurement Notice follows the General Procurement Notice for this project which appeared in the UN Development Business Issue No. 733 dated August 31, 2008.
The Government of Arab Republic of Egypt has secured applied for a loan from the African Development Bank (ADB) in EURO in the amount equivalent to USD 350 million, and intends to apply part of the proceeds of the financing to cover eligible payments under the Contract for the supply and installation of 2 X 650 MW Steam Turbine Generators, Condensers and Auxiliaries for El Ain El Sokhna Supercritical Thermal Power Plant. The award of the contract shall be subject to the approval of the loan by the Bank.
Tendering is open to all Tenderers from eligible member countries as defined in the ADB’s Rules of Procedure for Procurement of Goods and Works.
The scope of work includes, but is not limited to, furnishing all Plant, labor, technical and professional services, supervision, construction equipment and technical assistance on-site, training and to perform all operations necessary and required to design, furnish, fabricate, shop test, deliver, transport to the Site, unload, store, install, test, start-up, commission, place into successful operation and maintain until issuance of Taking Over and Acceptance Certificate for 2 X 650 MW Steam Turbine Generators, Condensers and Auxiliaries for El Ain El Sokhna Supercritical Thermal Power Plant.
East Delta Electricity Production Company (EDEPC), the beneficiary of the financing/Executing Agency, now invites sealed Tenders from prospective Tenderers for the above-mentioned package.

Interested Tenderers are required to pay for each set of documents a non-refundable fee of USD 3,000.00, payable to EDEPC, National Bank of Egypt (Al-Ahly Bank), Ismailia Branch, Ismailia, Egypt (Account No. 11 000 441 395). Interested eligible Tenderers may obtain further information and inspect the tendering documents at the same address.
The Tender Document for the above Package will be available at EDEPC’s office on October 230, 2008. The Tender must be submitted on January 2215, 2009 in two Envelopes. Envelope A must contain all the required information, except the schedules of Quantities and Prices, and must be accompanied by a Tender Security in an acceptable form equal to 7,000,000.00 US$. Envelope B must include the schedules of Quantities and Prices. Tender shall be valid for a period of 180 days after Tender opening.
Only Envelope A of Tenders will be opened on the same day at 12:00 hours (Egypt local time), in the presence of Tenderers’ representatives who choose to attend, at the Headquarters of EDEPC at the address shown above. Tenderers whose Tenders have been determined to be substantially responsive shall be informed of the opening date for Envelopes B.
