COMPETITION

NATIONAL SUPPLEMENT TO RULE 1.0 ON ORGANIZATION OF COMPETITION

1.1 NATIONAL ADMINISTRATOR

1.2 STRUCTURE AND DATE OF THE COMPETITION

The Philippine National Qualifying Rounds will be on February 26-27, 2012 at the Bayleaf Hotel, Muralla cor. Victoria Streets, Intramuros, 1002 Manila, Philippines.

The competition shall consist of two (2) levels: (1) Preliminary Rounds, and (2) Championship Round, which will be held on the same day, February 27, 2011.

NATIONAL SUPPLEMENT TO RULE 2.0 ON PARTICIPATION AND ELIGIBILITY

2.1 TEAMS

Only teams that are officially registered with the ILSA Executive Office are qualified to compete in the Philippine Jessup Qualifying Rounds.

2.2 TEAM MEMBERS and DELEGATION

If a team will be arriving together with other delegates from their school other than the names officially submitted to the ILSA Executive Office, the team contact person must endeavor to inform the National Administrator by email to on or before January 18, 2012 the complete names of all members of the delegation. In case of any changes or substitution, the same must be relayed to the National Administrator no later than February 3, 2012.

2.3 REGISTRATION FEE

A registration fee in the amount of FIVE THOUSAND PESOS (P 5,000.00) for each participating team shall be paid not later than January 31, 2010 to the following account:

Each team must email a scanned copy of the deposit slip to as proof of compliance and payment. The National Administrator will confirm to the team contact persons the receipt of the registration fee and copy of the deposit slip.

NATIONAL SUPPLEMENT TO RULE 6.0 ON MEMORIALS

6.1 SUBMISSION OF ELECTRONIC COPIES OF MEMORIALS

(a) Each Team shall submit electronic copies of its Applicant and Respondent Memorials to the ILSA Executive Office through its team home page and through email to with both memorials attached no later than 11:59 p.m. (23:59), Philippine standard time, of 10 January 2012.

6.2 Submission of Paper Copy Versions of Memorials

(a) Paper copy versions of the memorials shall be printed on a single side of the paper and formatted on standard letter-size paper, 8.5 x 11 inches (21.6 x 27.9 cm), with equal margins of at least one inch (2.54 cm) on all four sides. Memorials shall be spiral bound.

(b) Memorials shall have two (2) front cover pages: an outside front cover and an inside front cover. The Applicant memorial shall have an outside front and an outside back cover of light blue, while the Respondent memorial shall have an outside front and an outside back cover of light yellow. The inside front cover shall be in plain white paper. Both outside and inside front covers shall contain the same information required under 6.3.2 of the Official Rules.

(c) Each Team shall also submit twelve (12) paper copy version of its Applicant's Memorial and twelve (12) paper copy version of its Respondent's Memorial in a single parcel which shall be dispatched and postmarked no later than 12 January 2012 via 24-hour or faster delivery service, or similar express couriers addressed to:

The parcel containing the memorials must bear a courier-issued postmark, tracking label or other indication of the date of mailing.

(d) After mailing, the Team shall email the tracking or mailing reference number to . Each Team shall retain its mailing receipts as proof of the date of mailing. In the event of a dispute, the sending team has the burden of establishing that its memorials were appropriately addressed and were timely and properly mailed.

NATIONAL SUPPLEMENT TO RULE 8.0 ON QUALIFYING TOURNAMENT PROCEDURES

8.1 PRELIMINARY ROUNDS

Each Team shall participate in Preliminary Rounds which shall be held on 27 February 2012 (Monday) at Function Rooms A and B at the third floor of the Bayleaf Hotel, Muralla cor. Victoria Streets, Intramuros, 1002 Manila, Philippines, consisting of two (2) Oral Rounds, once as Applicant and once as Respondent, following this format:

Round 1 – 10:00 a.m. to 12:00 p.m.

Team A (Applicant) vs. Team B (Respondent) (Function Room A)

Team C (Applicant) vs. Team D (Respondent) (Function Room B)

Round 2 – 2:00 p.m. to 4:00 p.m.

Team B (Applicant) vs. Team C (Respondent) (Function Room A)

Team D (Applicant) vs. Team A (Respondent) (Function Room B)

8.2 PAIRING PROCEDURES

The pairing of Teams for the Preliminary Rounds shall be done by a random draw during the Welcome Dinner on 26 February 2012 (Sunday) at Barbara’s Restaurant, Plaza San Luis Complex, Intramuros, 1002 Manila, Philippines. The Administrator may modify the pairings to account for absent Teams or other contingencies.

8.3 CHAMPIONSHIP ROUND

The top two teams from the Preliminary Rounds shall compete against one another in a single Championship Round, which shall be held on 27 February 2012 (Monday) at 6:00 p.m. - 8:00 p.m. at the Main Banquet Hall at the second floor of the Bayleaf Hotel, Muralla cor. Victoria Streets, Intramuros, 1002 Manila, Philippines. The winner of the Championship Round shall be the National Champion.

8.4 PLEADING OPTION

After the Announcement of the two Finalists Teams, each Finalist Team will be given its completed master Team score sheet from the Preliminary Rounds, but not individual judges’ score sheets or notes. Immediately after the announcement of the two Finalist Teams, the pleading option for the Championship Round shall be determined by a coin toss in accordance with Rule 8.5(c)(iii) of the Official Rules.
