1.0 Project overview

1.1 Introduction

The Department of Housing and Public Works has an interest in a variety of property and development opportunities in various locations throughout the state.

1.2 Project scope

Registrations of Interest are sought for the provision of public housing through the following initiatives throughout Queensland.

Turnkey solutions

Offers are sought for the provision of construction of modest home unit projects on a turnkey basis.

Smaller developments up to 12 units are preferred however larger developments may be considered. Projects in early construction stages will also be considered.

Land acquisition

Offers are sought for the provision of land of a suitable size and zoning for multi-unit development.

Land suitable for up to 12 units is preferred however larger developments may be considered.

1.3 Departmental aims

The department’s aim is to ensure the lives of its tenants are improved by access to the safe, secure and appropriate accommodation it provides. This aim is reflected in the department’s objectives which are to ensure public rental accommodation be:

·  conveniently located to provide occupants with easy access to services and facilities

·  widely dispersed through residential areas, exhibiting design diversity, but compatible with local housing appearance

·  well-designed internally and externally to suit the needs of the occupants

·  affordable in terms of construction, future maintenance and operational costs.

1.4 Project definition

The proponent will be required to submit a suitable site (or sites) or a project (or projects) for the construction of the required accommodation.

At the conclusion of the department’s assessment process for Turnkey projects, the successful proponents will be required to enter into an Agreement and, following receipt of the necessary approvals, complete documentation (if required) and undertake the development.

Land acquisition sites will be assessed for their suitability to the department’s needs and procured through various agreements. It is anticipated that the normal process of a REIQ Contract will be adopted.

2.0 Conditions of Registration of Interest

2.1 The process

Attachment A contains the outline of the details for proposed developments and land acquisitions that is required by the department.

Attachment B contains the information to be provided as part of the submission.

Attachment C summarises the Assessment Criteria for each submitted project.

Departmental representatives will brief proponents whose projects are considered to have met the Assessment Criteria to familiarise them with any further submission requirements.

Project design will comply with standard building codes. Plans and specifications will be reviewed by departmental representatives. Any resulting amendments will be incorporated into the documents for final review and acceptance by Building and Asset Services.

Successful proponents will be asked to enter into an agreement with the state.

2.2 Conflict of interest

Respondents must identify any conflict of interest and state how that conflict will be addressed.

2.3 Costs of Registration of Interest

No payment will be made to respondents for any costs, losses or expenses incurred by the respondent in preparing the Registrations of Interest or in respect of any discussions, negotiations, enquiries or site inspections or any work undertaken by the respondent before entering into the contract.

2.4 Documents provided for information only

This document and any other information provided for the purpose of the Registration of Interest has been provided for information purposes only. The Principal makes no warranty or representation, nor does it assume any duty of care to the respondent that the information provided by the Principal to the respondent is accurate, adequate, suitable or complete and accepts no responsibility for interpretations placed on the information by the respondent. The respondent should submit their Registration of Interest based on their own investigations and should not rely solely on any information provided by the Principal.

2.5 Lodgement details

Submissions will be assessed on a case by case basis as they are received.

In order to be able to consider suitable proposals for the 14/15 financial year, your submissions should be received by 23 January 2015 for turnkey solutions and 20 February 2015 for land purchase, however submissions after this date may also be considered.

Requirements summary

Required location:

Projects are being sought throughout the State of Queensland in the following locations.

·  Brisbane region

·  Caboolture and surrounds/Nambour

·  Toowoomba

·  Cairns

·  Ipswich region

·  Mackay

·  Maryborough

·  Gold Coast region

·  Rockhampton

·  Townsville

Proposed developments and land acquisitions:

·  Low to medium density apartment complexes comprising of –

o  studio units

o  one bedroom units

o  two bedroom units.

o  Complexes can range between duplex buildings to medium size projects.

o  Preferred land will be suitable for the above developments.

o  Partially completed facilities will also be considered.

o  Projects have some level of ground-floor or lift-served access.

o  Project design should be compatible with social housing management.

o  Projects impacted by unreasonable driveway and pedestrian traffic typical of gun-barrel driveway on long and narrow sites will not be preferred.


Site attributes:

Land should ideally be level, reducing the need for significant site works. Sloping blocks may be considered in some circumstances. However, the capacity for storm water and sewerage discharge should be addressed in the submission.

Preference will be given to regular shaped allotments which are well serviced by amenities and where the proposed development is appropriately supported by the relevant planning scheme.

Attachment C

Assessment Criteria

Properties submitted for consideration should meet the selection criteria outlined below and all submissions should clearly demonstrate that the project satisfies the criteria.

Criterion 1 – Location

Suitable properties will be situated in modest residential locations.

The sites will be in close proximity to public transport, schools and local shopping facilities. They will be located so as not to create unreasonable concentration of social housing in any particular precinct.

Criterion 2 – Physical site attributes

Sites will need to comply with the site attributes outlined in Attachment A.

Criterion 3 – Value for money

The project on ‘completion’ will need to reflect value for money.

An independent valuation assessment will measure the value for money.

Criterion 4 – Development Approvals

Proposals will need to be appropriately zoned to allow development of the proposed project or have an appropriate development approval in place.
