The Family Nurse Partnership (FNP) is a licensed, intensive, preventative home visiting program offered to vulnerable young mothers having their first baby. It starts in early pregnancy through until the child is 2 years old. The local Family Nurse Partnership was set up in Rotherham in 2012; it is a challenging role that requires multi agency support. Families within the FNP programme predominately have additional health and social care needs due to the nature of being a ‘child having a child’.
Safeguarding any child is a difficult area of practice that can involve making decisions that are emotionally challenging, complicated by uncertainty and sometimes go against the wishes of parents. Safeguarding a child with a child can be even more complex. Where possible practitioners should work with parents and families to make sure that the child or young person receives the care they need. But in cases where the interests and wishes of parents or in this case also grandparents may put the safety of the child or young person at risk, staff must put the interests of the child first. Failure to act when a child or young person is at risk can have serious consequences for both the child and their family (GMC 2012). The complexity for FNP is which child is in most need of protection and how best to achieve a reasonable outcome for both children involved.
