III.Executive Summary

The Public Education Capital Outlay (PECO) USF Polytechnic Phase I project is being augmented by other funding sources. Those funds include the Capital Improvement Trust Fund (CITF) which is allocated to the students at State Universities, privately raised funds, and the related matching funds from the Facility Enhancement Challenge Grant (FECG). The campus Master Plan called for Phase I to consist of 150,000 gross square feet (100,000 net square feet) of academic, teaching, student support, research, and administrative spaces. The approved state funding allocated to USF Polytechnic for Phase I was reduced from the requested $65 million to $35 million, therefore reducing the square footage to approximately 90,000 gross square feet (60,000 net square feet). Utilizing the additional resources outlined above, gives the project the potential to increase the square footage of the project as well as augment specific elements beyond those dictated by formulae for the PECO funds.

The USF Polytechnic is expected to be a significant generator of economic growth and development in the central Florida region. Community interest in the impact of this synergistic engine has resulted in several private gifts being received for the enhancement of the Phase I project. These contributions qualify for matching funds through the FECG. As of July 2008, a total of $10.5 million has been received or pledged and what has been received has been submitted for match. Several other gifts are anticipated with all of them qualifying to apply for match. It is anticipated that the campus will have approximately $25 million available to support the special needs of the project.

The location of the new campus site places it in a pivotal position to provide the “front door” to both Orlando and Tampa Bay for those traveling either eastbound or westbound (respectively) on Interstate 4 in addition to providing the “face” for USF Polytechnic’s community service area as well as all of Central Florida. Designing a facility that speaks to this unique opportunity is critical to portraying this message. It is a goal of the project to engage a signature architect (“starchitect”) to create this icon. The costs associated with such an endeavor are not able to be borne by the limitations of the formulae that dictate the use of PECO funds. Therefore, the private funds can provide the avenue by which this goal can be accomplished. In addition, it is hoped that the project can yield a facility more in line with the sizes proposed in the original plan.

The Facilities Program Subcommittee (the Facility Program Workgroup) worked to determine the needs for academic, teaching, student support, research and administrative spaces beyond the limits presented by the PECO funding but necessary to develop a viable polytechnic campus.

This supplemental document outlines those additional spaces to include the types and numbers of spaces desired, purposes for the spaces, the sizes of the spaces, special needs or requests, technology, and any other information pertinent to a potential vendor.

This document, Facilities Program Phase IB, provides supplemental information for Sections 3, 9, 14 and 15 of the Facilities Program Phase IA. The information outlined in the other Sections of the Facilities Program Phase IA (summarized below) also applies to this supplemental document.

  • Section 2 – The Facilities Program Steering Committee is comprised of faculty, administration and staff from both the Tampa and Polytechnic campuses as well as the community; the Workgroup membership is also identified.
  • Section 3 – Executive Summary.
  • Section 4 – The Introduction reviews background of both the University and the campus, the project history; a description of the “Commons” concept is presented; information about the project, goals and objectives, construction delivery method.
  • Section 5 – This section provides a review of the programs that will be resident on the new campus once completed as well as those that will remain housed on the current USF/PCC campus.
  • Section 6 – The Space Needs Assessment provides the Construction Improvement Plan (CIP) documents submitted by the University that show their priority of projects.
  • Section 7 – The Facilities Program must reflect consistency with the Master Plans of both the University and of the Campus; it must also align with the Campus Development Agreement and the Campus Strategic Plan.
  • Section 8 – The information needed to provide site conditions including maps gives the potential professional teams clear and detailed data from which to work.
  • Section 9 – Spaces are outlined in detail so as to reflect the needs and requirements for each space type; these include academic, student services, learning and classroom commons areas beyond those reflected in the Facilities Program Phase IA.
  • Section 10 – Utilities impacts are outlined and analyzed; maps are provided to further assure accuracy.
  • Section 11 – Information is provided to assure that university standards are met.
  • Section 12 – The identification of building code, fire code, life safety, etc. are provided for clear information.
  • Section 13 – The schedule of critical tasks is updated as new information becomes available.

Section 14 – The schedule of sources of funding for the project.

  • Section 15 – Actual budget for the Private and FECG funding is defined in terms of the overall anticipated dollars available.
