s college students, wemust confront the momentousnecessity to improve our state, our nation, our world. We can fulfill thisduty by cultivating tolerance, promoting education, andfostering democracy;thus, creating balanced citizens who, will rise up to the challenge of leading the masses as one of the masses. This is the essence of true American democracy.On this principium, we the MurrayStateUniversity chapter of the College Democrats of America,find an ultimate and unifying purpose.

Article I.Concerning the organizations title
Section 1.01From here forward, the title MurrayStateUniversity chapter of the College Democrats of America shall be here afterinitialed MSUCDA in this document.
Article II.Establishing our purpose
Section 2.01We have come together to facilitate, up hold, and promote the principles of democracy.
(a)Promote the principles, beliefs, and values of the Democratic Party.
(b)Equal rights to all persons based on age, sex, creed, of any other form of unfair discrimination.
(c)Promote the fair treatment of all people whether or not they are in agreement with the majority. More importantly, we swear to protect those of the minority who seek shelter in our arms.
(d)Promote non-discrimination of people on the basis or consideration of a person’s sexual orientation, in the work place, in matrimony, and in any areasof life.
(e)Fight to Ditch Mitch!
Article III.Establishment of the MSUCDA Executive committee
Section 3.01From hereforward, the executive committee shall be styled as EC.
Section 3.02Here in the executive office of the President (PR) is created:
(a)Ensure the execution of the daily activities.
(b)Be the executive officer and all responsibility rests in this position.
(c)Facilitate MSUCDA meetings.
(d)Serve as the MSUCDA figurehead with the Public, Elected leaders, and university officals:
(i)By majority approval of the EC, anotherMSUCDA member may be appointed to attend a function.
(e)Act as legislative and political affairs coordinator, both locally and statewide.
(f)Work with the EC at the request of the members.
(g)The PR has power of the purse up to ten percent (10%) but not in excess of fifty dollars ($50) of the amount recognized by the VPF.
Section 3.03Executive Vice President (EVP) is here in created to:
(a)Keep minutes for meetings and track the attendance of the members.
(b)Arrange for meeting places and inform the MSUCDA.
(c)Keeping a log of minutes, and the EVP will deliver a report of the minutes at general meetings.
(d)Establish and maintain intra-organization communication of events and information.
(e)With the PR design an agenda and schedule for the semester and with the EC it will become the guiding plan for the semester.
Section 3.04The Vice President of Finances (VPF) is established to:
(a)Collectdues, and maintain a list of members and their status on dues.
(b)keep a log of MSUCDA’s credits and debits and the VPF will report the finances at all general meetings
(c)the VPF and the PR with the proviso of the EC create a budget for the MSUCDA
(d)VPF is the empowered fundraiser, under the charge of the VPF comes the:
(i)creation and implementation of fundraising events and programs
(e)Be the sole signer of checks.
Section 3.05The Vice President Communications (VPC) is here established to meet the following needs:
(a)Informing the public and politicians about the MSUCDA activities.
(b)Cultivate relationships with members of the press.
(c)Fill the role of the MSUCDA spin-doctor.
(d)Inform the group at general meetings about
(i)Any events, we have or are invited too.
(ii)Stories or articles related to MSUCDA in any print, TV, or radio publications.
(e)Administer the MSUCDA website.
Section 3.06The Vice President of Membership(VPM) is created to:
(a)With the PR the VPM formulates membership goals and establishes a plan to achieve them with proviso that a majority of the EC vote in favor of thesynthesis.
(b)Insure that members of MSUCDA live accordance with the values of MSUCDA.
(i)The VPMjurisdiction encompasses; grades, behavior, and ethics.
(c)Develop with the PR membership and standards goal
Section 3.07The Faculty Chairman(FC) shall provide faculty direction and advice to MSUCDA.
(a)The FC is the preferred facilitatorin an impeachment trial.
Section 3.08The rights and responsibilities of the Executive Committee not directly reserved to the individual chair but shared by them are as follows:
(a)Create and fill subcommittees by a majority vote of the EC.
(b)Create additional EC positions with a majority of the council favoring it.
(c)Move to request the resignation of an EC member who fails to serve the group to its standards.
(i)A vote resulting in two thirds (2/3) of group members is necessary for the motion to carry.
(d)Serve terms of one year, elected by ballot at the meeting on or before April 25.
(e)Reserves the right to levy dues under the following conditions:
(i)In an amount not to exceed thirty dollars per academic year with inflation factored from the date of adoption of this governing document.
(ii)Two thirds of all members must vote for the amount set for dues.
Article IV.Rights and Responsibilities of non-EC members
Section 4.01The rights and responsibilities reserved to those not holding an elected office in the MSUCDA are as laid out in this article.
Section 4.02The right to bring charges against an EC member who is not full filling the basic requirements of the position held, or the expectations that come with the position in question. The procedure for impeachment is as follows:
(a)A motion with a second is needed for the motion to carry.
(b)The vote must result in a majority of present voting members to impeach the accused.
Section 4.03All members must stay current in their dues. Failure to pay will result in probation, which is the forfeit of voting rights probation shall last until payment of or arrangement to pay dues is made.
Section 4.04Failure to be present at four (4) consecutive meetings constitutes a dormancy in membershipresulting in probation.
Article V.These are the rules for the trial of the impeached.
Section 5.01Once the motion has carried a hearing of the arguments for and against shall be made at the next meeting.
(a)The FC facilitates the hearings, if the faculty adviser in able to fulfill the duty both the impeached and the prosecution shall agree on an indifferent third party to assume the role of facilitator.
(b)A vote of the MSUCDA membership must result in at least three forths(¾) to remove the impeached from office.
Section 5.02Every voting member has the responsibility to fulfill in a timely manner the payment any constitutionally sound dues, in a timely fashion or by the consent of the treasurer on a payment plan.
Section 5.03All members should maintain a 2.0 GPA or higher. The MSUCDA should not be a hindrance to anymember’s grades.
Article VI.Thisarticledetailshowtohandlea vacancy.
Section 6.01The agency In the event ofavacancyintheofficeofthePR,the EVP shall serve the rest of the term. In the case of any other vacancy, EC shall appoint a membertoservetherestoftheterm.
Article VII.Proposal and adoption of amendments to this Constitution
Section 7.01Amendments to this constitution must be formally submitted for consideration as follows:
(a)Proposals must be submitted by a member of the MSUCDA to the EC typed to paper.
(b)The EC will then call for the petitioner to read his or her proposal.
(c)Once read, there must be a motion and a second neither from the petitioner to consider the amendment for adoption. If the motion fails, the petition follows.
(d)If the motion carries, the petition becomes an amendment in consideration. Thisshall be styled AC.
Section 7.02The guidelines for adoption of an AC, to alter this constitution are:
(a)An AC will beread an debated at two consecutive meetings.
(b)A vote takes place after the second reading and debate.
(c)If two thirds of the votes are favor of the AC, it passes.
(d)Failure to receive two thirds of the votes in favor of the AC results in failure of the AC.
Section 7.03The consideration adoption of this constitution shall follow the guidelines laid out for amendment to this document.
Article VIII.This article is an affirmation of our.
Section 8.01This document is a living breathing assertion of our most hallowed beliefs, which we feel so motivated by that we adopt this document not as a formality but as a practice indemocracy encompassing all that is right in society, as the principium inherent in only the Democratic party.
