RELATED TO A WIPO DEVELOPMENT AGENDA (PCDA)”

1.In a communication dated September 25, 2006, the Secretariat received a formal proposal from the Kyrgyz Republic supported by member States of the Group of Central Asian, Caucasus and Eastern European countries, in the form of a draft decision of the WIPO General Assembly, with a request to distribute it as an official document of the GeneralAssembly, under Agenda Item 8 “Report of the Provisional Committee on Proposals Related to a WIPO Development Agenda (PCDA)”.

2.The proposal is annexed to this document.

3.The General Assembly is invited to consider the said proposal contained in the Annex.

Proposal of the Kyrgyz Republic on the Agenda Item 8 “Report of the Provisional Committee on Proposals related to a WIPO Development Agenda (PCDA)

The WIPO General Assembly,

Bearing in mind the crucial importance of a strengthened Development Agenda for Member-States of the World Intellectual Property Organization (WIPO);

Taking into account the fruitful and positive discussions during two sessions of the Provisional Committee on Proposals related to a WIPO Development Agenda (PCDA) in February and June 2006 where the WIPO Member-States have identified a number of proposals on a cluster basis;

Taking also into account the necessity of setting up of an appropriate body of the WIPO where Member-States can continue discussions on all aspects of proposals relating to a WIPO Development Agenda;

Decided the following:

  1. To set up a Committee which consists of all Member-States of WIPO representing developed/developing/LDCs and countries in transition to carry on future work on proposals related to a WIPO Development Agenda. This Committee will replace the PCIPD during its existence.
  1. The Committee will examine all the proposals submitted to the IIM/PCDA for which two sessions will be organized in the year 2007.
  1. The Committee shall report to the WIPO General Assembly in 2007 with specific recommendations for establishing a strengthened WIPO Development Agenda.
